202 <br />Granger, Herkner, Spillers and Royer voting No. This will be set for a study meeting as soon as the <br />budget is finished. <br />Councilman Britschgi moved to refer to the Traffic Fact Finding Committee the possibility of eliminating the <br />parking on E1 Camino Real on the west side between the hours of 4 and 6 P. M. from the city limits on <br />the north or the Fox Shoppe to a designated place on the southerly portion of the City. Police Chief <br />Faulstich stated that this could not be improved much, however, they would give the matter consideration. <br />Councilman Granger seconded the motion which carried. �• <br />Councilman Granger called to the attention of the proper authorities to take whatever steps that are <br />necessary that there be no right hand turns into the Lenolt Tract from Industrial Way. The Traffic Fact <br />Finding Committee will check into this matter. , <br />Councilman Britschgi offered RESOLUTION IN MEMORIUM OF AARON JAY PHINNEY and a copy of the resolution to �. <br />be sent to his family and moved its adoption, seconded by Councilman Spillers and carried on roll call. <br />Meeting adjourned, 9:38 P. M. <br />Invocation was lead by Reverend Don Armstrong, Pastor Calvary Baptist Church. <br />ON ROLL CALL the following were noted present: Councilmen Carl A. Britschgi, Floyd D. Granger, Sidney D'. <br />Herkner, <br />Robert V. Spillers, Hiram S. Stout, <br />Louis Weiss, Mayor William H. Royer <br />and City Clerk <br />R. S. <br />Dodge. <br />Also present were City Manager Be A. <br />Rolison, City Attorney C. B..Currie, <br />City Engineer <br />Glenn <br />p i <br />M. Jain, Assistant Building Inspector C. Be Gyselbrecht,.Building Inspector S. H. Kreiss, Police Chief <br />William Faulstich, Fire Chief J. L. Lodi, Assistant to City Manager L. A. Kimball, Assessor -Auditor <br />John J. Brophy, Water Superintendent H. L. Winter, Park and Recreation Commissioner Gerry Verson, <br />Assistant Water Superintendent Warren Mitchell and Account -Clerk Vivian Holmquist. <br />The Minutes of June 18th and June 25th were ordered approved as mailed on motion of Councilman Spillers, <br />seconded by Councilman Granger. Councilman Weiss stated that he had a few corrections he would like <br />to make. June 18th minutes, page 1, last sentence should read: It is the recommendation of the City <br />Engineer, concurred in by the City Manager, that the low bid of Bauman Brothers be accepted, and that all <br />"other" bids be rejected. This was followed by discussion after which City Clerk was directed to make the <br />change. June 25th minutes, page 2, first paragraph after the words July 1st the following words should <br />be added: "and similarA.y consider the department Head salaries. This was followed by discussion and the <br />correction was allowed to stand. Councilman Weiss questioned the legality of the last sentence in this tl_ <br />same paragraph wherin theyrefer to making the salaries retroactive. The City Attorney stated that as <br />long as this subject came up he wanted the records to indicate that making salaries retroactive is not <br />legal, however, it has been the practice in the last nine years to do so and it is the most practical <br />method. The motion carried. <br />PUBLIC HEARING, HIGHLANDS TERRITORY NO. 13 SEWER AND WATER IMPROVEMENTS. The affidavits of posting and <br />publication were ordered filed. The Clerk read the following petition submitted by the property owners <br />in the lenwood, Canyon and Harding Avenue section. <br />Reference is hereby made to the proposed improvements enumerated in the "Notice of <br />proposed local improvement, Highlands Territory No. 1, Sewer and Water" dated May 22, <br />1956, and in connection therewith the undersigned persons interested, owning or having <br />and interest in real property within the assessment district, hereby protest (1) the <br />9 <br />
