After a thorough discussion of the proposed traffic study to be made by Mr. Faustman, and
the street and highway plan proposed to be made by Hahn, Wise and Associates, it was decided
by the committee that the best approach to the problem would-be a breakdown of the responsi-
bilities of each of the consultants iri the preparation of their respective plans.
Pr. Faustman and his organization propose to develop a plan for operational controls and
minor physical changes for improving traffic movement on the existing street system. These
controls would include recommendation, and minor changes in street alignment. In addition,
Mr. Faustman proposes to prepare a sufficiency rating for the major streets, which would
enable the city to set up a priority system for making the proposed improvements.
' It was brought out in the discussion by the traffic committee that at least some of the
proposals made by Mr. Faustman will be duplicated in the street and highway plan which is
presently under way by Hahn, Wise and Associates, for the sum of $3,000, which has been
provided in the 1956-57 budget.
i The development of a long range street and highway plan by Hahn, Wise and Associates will
include a major and secondary street plan, including a possible system of dne-way streets,
recommendations for traffic controls, possible parking restrictions, as well as recommenda-
tions for street widening, extensions, and proposed new streets. In accomplishing this plan,
' the consultant would necessaryily obtain traffic counts, origin and destination counts, and
other data which would be needed by Mr. Faustman in the preparation of his plan.
It has been established that if the long range street and highway plan is completed prior
to engaging the services of mr. Faustman for his recommendations on traffic controls, that
a savings of approximately $2500 could be made. The reasoning behind this is that much
duplicate work may be eliminated if Mr. Faustman is employed after it is determined how
much material has been supplied in the proposed street and highway plan.
It has been explained by Mr. Wise that his organization proposes to complete the land use
plan about September 1956, and the street and highway plan about January 1, 1957.
It is the recommendation of the traffic committee that no decision be made on retaining
Mr. Faustman until such time as the City Council, Planning Commission and Traffic Fact -
Finding Committee have had an opportunity to review the results of the street and highway
plan now being prepared by Hahn, Wise and Associates.
200
Respectfully submitted,
E. A. ROLISON, City Manager
Mayo: Royer suggested holding this up until Larry Wise's report was turned in. Councilman Spillers
moved to carry this on the agenda until November 1st, seconded by Councilman Herkner and carried.
' TRAFFIC FACT FINDING COMMITTEE RECOMMENDATION REGARDING ELIMINATION OF PARKING ON WEST SIDE'CF EL CAMINO REAL
FROM NORTHERLY TO SOUTIiERLY CITY LIMITS. It was determined that due to the width of E1 Camino Real, the
eliminating of parking would not afford an adequate full width traffic lane
It is also pointed out that there is no tow away provision in the present raffic ordinance, and if one
vehicle parked illegally in the restricted zone, the effectiveness of this plan would be defeated. The
merchants in this area would also suffer a hardship if this plan were put into effect. The Committee,
therefore, recommends against the elimination of parking during the peak hours on the west side of
E1 Camino Real. Councilman Spillers moved approval of the Traffic Committees recommendation, seconded by
Councilman Stout and carried.
TRAFFIC FACT FINDING COMMITTEE RECOMMENDATION REGARDING INDUSTRIAL WAY TRAFFIC. The Traffic Committee studied
the matter of eliminating right harid turns off of Industrial Way into the Lenolt Tract upon completion of
the Industrial Way project. This Committee will keep a close check on this project, and upon its completion,
will recommend the necessary a ction to be taken to regulate the proper flow of traffic in the a rea.
' Councilman Spillers moved that the letter be filed, seconded by Councilman Britschgi. Police Chief
Faulstich stated that traffic in Lenolt is being handled. The motion carried.
PARK AND RECREATION COMMISSION RECOMMENDED ACQUIRING SURFACE RIGHTS TO LOTS 16 TO 19, BLOCK 910 HIGHLANDS OF
EMERALD LAKE, FOR FUTURE RECREATIONAL USE. RECOMMEND AGAINST TURFING AREA ON EAST SIDE CF CARSON STREET.
' The Clerk read the following letter:
The Council Minutes of April 23 show that our group had recommended that the City obtain
surface rights from the San Francisco Water Department on lots 16, 17, 183 and 19, Block
910 in Highlands of Emerald Lake No. 1, for future recreational use. The Council decided
on April 23 to hold the above request in abeyance until our comffi.ssion had considered turfing
the area on the East side of Carson Street, as this would also require San Francisco Water
Department permission.
Accordingly a committee was appointed by our group and at out last meeting reported
against turfing of the area in question for the following reasons: (1) the safety factor
involved in having the children cross the, street to use the area; (2) the cost factor
