M. <br />Invocation was lead by Reverend Rowland Edgeworth, Minister First Baptist Church. <br />ON ROLL CALL the following were noted present: Councilmen Carl A. Britschgi, Floyd D. Granger, Sidney D. <br />9 <br />Herkner, Robert V. Spillers, Hiram S. Stout, Louis Weiss, Mayor William H. Royer and City Clerk R. S. <br />Dodge. Also present were City Attorney C. Be Currie, Police Chief William Faulstich, Assistant <br />Building Inspector Douglas Leith, Police Captain Theodore Moadakas, Police Officer George Bold, <br />Water Superintendent H. L. Winter, Assistant Fire Chief Willis Leslie, Senior Civil -Engineer Melvin <br />Moen, Assistant to City Manager L. A. Kimball, Assessor -Auditor John J. Bropby and Account Clerk <br />Vivian Holmquist. <br />OPENING OF BIDS, INDUSTRIAL WAY IMPROVEMENT BONDS. The following bids were received: <br />Blair and Company: 100% of face value, plus premium of $21.00, plus secured interest to date <br />of delivery. <br />4% per annum for bonds maturing July 2, 1957 to July 2, 1969.inclusive <br />and 3 3/4% Per annum for bonds maturing July 2, 1970 through July 23, 1971. <br />Stone and Youngberg: 100% of principal, plus accrued interest to date of delivery and a premium of <br />-$50.00 <br />Bonds maturing July 29 1957 to July 2, 1969 inclusive, 41�%; Bonds maturing <br />July 23 1970 to.Jultiy 2, 1971 inclusive, 414%. <br />Hannaford & Talbot: 100% of face, premium $1.00, plus accrued interest to date of delivery. <br />Bonds maturing July 2, 1957 through July 2, 1962 inclusive to bear interest <br />at the rate of 4% per annum and with bonds maturing July 2, 1963 through <br />July 2, 1971 inclusive to bear interest at the rate of 3 3/4% per annwy <br />City Attorney announced that Hannafort and Talbot had the low bid. Councilman Spillers offered <br />RESOLUTION 2062 AWARDING THE LON BID OF HANNAFORD AND TALBOT FOR THE INDUSTRIAL WAY IMPROVEMENT BONDS <br />and moved its adoption, seconded by Councilman Stout. Councilman Granger stated that these bids <br />were being awarded on the recammnednation of the City Treasurer and the City Attorney. The motion <br />carried on roll call. <br />PUBLIC HEARING, HIGHLANDS TERRITORY NO. 2, APPROVAL OF ASSESSMENT. Affidavit of mailing, posting and <br />publication was ordered filed. Edward Padjack, 775 Canyon Road, questioned the difference between the <br />estimate and the corrected amount of the assessment. Senior Engineer Moen explained that the contract <br />D . . <br />was 6 2/3% over the engineer's estimated cost. There being no further protests, Councilman Spillers <br />moved that the public hearing be closed, seconded by Councilman Britschgi and carried. Councilman <br />Britschgi offered RESOLUTION 2063 APPROVING THE ASSESSMENT OF HIGHLANDS TERRITORY NO. 2 AS SPREAD <br />and moved its adoption, seconded by Councilman Spillers and carried on roll call. <br />PUBLIC HEARING, HIGHLANDS TERRITORY NO. 1, PROPOSED IMPROVEMENTS. Adoption of 5 resolutions. There <br />being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, <br />seconded by Councilman Herkner and carried. The affidavit of publication and posting was ordered <br />filed. Councilman Herkner offered RESOLUTION 2061 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND <br />NECESSITY, HIGHLANDS TERRITORY NO. 1, and moved its adoption, seconded by Councilman Spillers and <br />carried on roll call. <br />Councilman Stout offered RESOLUTION 2065 APPROVING PLANS AND SPECIFICATIONS AS PREPARED BY THE CITY <br />ENGINEER HIGHLANDS TERRITORY N0. 1, and moved its adoption, seconded by Councilman Britschgi and <br />carried on roll call. <br />Councilman Weiss offered RESOLUTION 2066 BEING THE RESOLUTION OF INTENTION TO CONSTRUCT PUBLIC <br />IMPROVEIENTS, HIGHLANDS TERRIOTRY NO. L, and moved its adoptions seconded by Councilman Stout and <br />carried on roll call. Councilman Granger offered RESOLUTION 2067 FIXING MIMIMUM WAGE SCALE AS SET <br />FORTH IN THE SPECIFICATIONS, HIGHLANDS TERRITORY NO. 1, and moved its adoptions.seconded by Councilman <br />Herkner and carried on roll call. RESOLUTION 2068 ORDERING THE CALL FOR BIDS, HIGHLANDS TERRITORY <br />NO. 1, was offered by Councilman Spillers who moved its adoption, seconded by Councilman Weiss and <br />carried on roll call. <br />ry <br />11 <br />
