Councilman Britschgi asked the City Manager if job was going to be <br />under his jurisdiction or his secretary. This was followed by discussion after which Councilman Jones <br />moved acceptance of the recommendation, seconded by Councilman Stout. Councilman Royer asked about the <br />recommendation of comparable positions and salaries paid in neighboring cities as presented by the City <br />Manager. The City Manager explained his report. Councilman Britschgi again stated that he wanted it <br />i� understood that he was not in favor of hiring someone at the proposed salary who would not be given <br />necessary responsibilities to properly carry on the job. Councilman Granger stated that he had heard <br />rumors that he was trying to get rid of the present City.Manager. He wanted it understood that this was <br />not so, he,was merely looking forward to the betterment of the City. In most cases all the present <br />department heads have assistants to help with the responsibility and to take over the department in the <br />absence of the department head. This is not so in the case of the City Manager and he thought it only <br />fitting that something should be done. This was followed by discussion after which the motion carried. <br />Councilman Royer moved that the City Manager be authorized to go ahead and fill the position, seconded <br />by Councilman Stout. This was followed by discussion regarding proper action taken in abolishing the <br />position of Administrative Assistant. Councilman Royer withdrew his motion and then moved that the wage <br />scale and classification be changed and the City Manager be authorized to fill the position, seconded by <br />Councilman Stout and carried. <br />USE PERMITS GRANTED BY THE PLANNING COMMISSION: <br />1. Denied Cliff Pit application to allow dancing at 46 Pfillmv Street. <br />2. Granted permit to Philip and Robert Reid to allow accessory building of more than <br />12 feet in height at 950 Valota Road. <br />3. Granted permit to Keith Cole to allow cocktail bar in conjunction with restaurant <br />and motel on E1 Camino Real. I <br />RECOMMENDATIONS AND.SUGGESTIONS, CITY COUNCIL AND DEPARTMENT HEADS: -' <br />Councilman Britpchgi asked that the matter of the traffic problem in the near future on Jefferson Avenue <br />at the narrow section starting at Topaz Street caused by Farm Hill traffic be considered. He was of <br />the opinion that this street will have to be widened. City Engineer Jain stated that the Council is <br />going to have to make up their minds to remove all the trees and take out all the sidewalks and put in <br />new sidewalks and curbs. This was followed by discussion. Councilman Britschgi moved that the matter <br />of Jefferson Avenue be placed on the agenda for sometime in the early 'spring, seconded by Councilman <br />Jones and carried. <br />City Manager Rolison stated that signal at Jefferson and Hudson was under consideration. Gas Tax funds could <br />be used for the purpose. Councilman "oyer moved that a plan be drawn up by the City Manage and the City <br />Engineer as to cost and bring back a report to the Council, seconded by Councilman Stout and carried. <br />COL. WALTER T. GORTON, U.S.A., Retired, RESIGNED FROM THE CIVIL DEFENSE ADVISORY COIRAITTEE because of a heart <br />ailment which restricts his activities, Councilman Stout moved acceptance of the resignation and asked <br />that the Clerk write a letter extending the thanks of the Council for his service in the past, seconded <br />by Councilman Royer and carried. <br />The Redwood Gity Elementary School District, through Mr. A. Spinas, wrote the following letter to the Council: <br />"In order to make the most adequate sewer connections for the proposed school at11 <br />Hawes Park, it will be necessary to obtain from the city an easement so the line <br />can be connected to the city sewer on Hudson Street without having to cross the City IIIiLL��� <br />of San Francisco Hetch-Hetchy water line. <br />Our architects, Mr. William Daseking, has already contacted the City Engineer to <br />explain in detail what we have in mind. The purpose of this letter is to serve <br />as an official request that the easement be granted to the Redwood City School <br />District." <br />City Engineer Jain stated that the school plan will not work. He asked that his department prepare the <br />description of the easement. Councilman Stout moved that the City Engineer write the pr,per description <br />
