L <br />25 <br />While I am not sure of the area to which Mr. Oddstad refers, I assume he is referring <br />to certain potential, so-called "fringe" water consumers in the area contiguous to <br />the Farm Hill subdivisions. <br />Obviously,.it would not be reasonable to expect Mr. Oddstad to provide such facilities <br />for the benefit of property owners outside the Farm Hill subdivision. Therefore, I <br />am informed by the Engineering Department, this system has not been designed to serve <br />outside territory. <br />Neither, in my opinion, would it be wise to permit adjacent property to take advantage <br />! of a free ride by obtaining water service from the facilities installed to serve the <br />Farm Hill subdivisions. This, in my opinion, would not only be unfair to Mr. Oddstad, <br />but'it would also prohibit the inclusion of such property in any future assessment <br />districts in order that it may pay its fair share for the improvement of the adjacent <br />Emerald Lake area. <br />It would be my recommendation therefore, that no agreement be entered into at this time <br />with the understanding that in the event any exceptional isolated cases may arise, <br />whereby it may be deemed advantageous to secure water service in the manner suggested, <br />{ that engineering studies be made of each individual case, in order to determine if the <br />©� facilities are adequate for additional service, and to fix a fair charge for such <br />connection." <br />9 <br />Councilman Jones moved acceptance of report, seconded by Councilman Britschgi, copy of report to be <br />•furneshed to Mr. Oddstad. Motion carried. <br />A. SPINAS REQUEST CROSSING GUARD AT BAY ROAD AND TENTH AVENUE ADJACENT TO TAFT SCHOOL. In his letter Mr. Spinas <br />stated that since the city limits line of Redwood City is the center line of Bay Road at that intersection, <br />it was suggested that the cost of the guard by shared by the County of San Mateo and the City of Redwood <br />City. Councilman Royer moved approval of the request, seconded by Councilman Stout. Chief Faulstich stated <br />that every student crossing the street will be from the County. Motion carried. <br />PERSONNEL BOARD REC00ENDATION REGARDING ASSISTANT TO THE CITY MANAGER. The Clerk read the following letter: <br />"Pursuant to a letter from the City Council requesting the Personnel Board to compare the <br />to compare the position classifications of flAdministrative Assistant" and "Assistant <br />City Managerti, and recommend the one most suited to the needs of the City Manager's <br />office, the Board recommends as follows: <br />1. The title of "Assistant to the City Manager" is recommended -in lieu of "Assistant <br />City Manager". A careful study of the duties essential to this position was made, <br />and the Board feels that the title recommended more nearly describes the position, <br />and will avoid the necessity of requesting a change in the City Charter, which would <br />be required by any division of the authority and responsibilities of the City Manager: <br />The recommended job specification is attached hereto. <br />2. The Members of the Board wish to assure.the Council of their desire to advise <br />your honorable body and to serve the community to the best of their ability, and for <br />this reason respectfully suggest that this purpose could be better served if future <br />questions of this nature were referred to the Board for recommendation before formal <br />action has been taken by the City Council. • <br />Respectfully submitted, <br />PERSONNEL BOARD <br />By William Byrd, Chairman <br />ASSISTANT TO THE CITY MANAGER <br />Definition Under direction, to assist the City Manager by making special studies, preparing reports <br />and recommendations, and assuming assigned regular administrative reponsibilities; and do other work <br />as required. <br />Typical Tasks Tabulates and checks departmental estimates and assembles the annual budget under the <br />direction of the City Manager; acts as Secretary to the Personnel Board, and performs other assigned <br />personnel duties including recruitment, examining and certification of eligibles for City employment, <br />and conducts employee safety programs; represents the City Manager in connection with Civil Defense <br />programs. Investigates complaints assigned to him and reports his findings. May be required to <br />attend Council meetings, and the meetings of other Boards or Commissions as a representative of the <br />City Manager. Develops assigned work programs and diversified organizational procedures. Performs <br />other administrative assignments as may from time to time be delegated by the City Manager. <br />{ Employment Standards A combination of education and experience substantially equivalent to graduation <br />from college with specialization in management or public administration and three years of experience <br />as a staff assistant to a responsible administrator. <br />Thorough knowledge of the principles and practices of administrative analysis and practices; wide <br />knowledge of the scope and functions of municipal government; ability to analyze and summarize data <br />on a variety of technical and administrative matters; ability to understand and apply the plans and <br />policies of another; ability to size up situations and people accurately, to adopt an effective course <br />of action, and get along well with others. <br />City Manager Rolison stated that these are the same specifications that were written in 1918 for the <br />C <br />0 <br />
