S 9.57 <br />Councilman Spillers moved approval and acceptance of the Committee report, seconded <br />by Councilman Royer and carried. <br />FURTHER REPORT COUNCILMAN STOUT ON PROPOSED BRANCH LIBRARY. Councilman Stout stated that <br />he does not have an answer as the matter is still in the hands of the District Attor- <br />ney's office. Councilman Royer moved that this be carried on the agenda, seconed by <br />Councilman Spillers and carried. <br />The Clerk read the following letter from the City Attorney. <br />"Pursuant to the request of the Council, I have examined into the matter <br />of whether or not bond funds under the 1944 City Plan can be used for the <br />construction of a branch library on land leased from the School District. <br />It is my opinion that if the lease with the School District is for a <br />nominal rental, and t1ae lease to run in excess of the normal life of the <br />building to be constructed, then and in that event it is proper to use <br />bond funds for the construction of a branch library." <br />Councilman Granger stated that a copy of this letter should he,sent to the school. <br />The Mayor so directed. <br />NOMINATION OF CITIZENS COMMITTEE TO STUDY POSSIBILITY OF PLACING POLICE BUILDING PROPOSITION <br />ON APRIL BALLOT. The following nominations were made: <br />Councilman Jones - Ted Thompson and Charlie Mitchell: <br />Councilman Spillers - Al Onieto and Dave Schutz. <br />Councilman Britschgi - Micky Collins and Martin Field, <br />Councilman Granger - Sheriff Earl Whitmore and Ed^Ferrell, Former Atherton Police Chief, <br />Councilman Royer - Ralph Elliott and Lynn Whitton. <br />Councilman Stout - Edwin Holmquist and Jim Gleeson. <br />Mayor Herkner - Henry Beeger and Leonard Herstein, Highlands Community Club. <br />The Mayor announced that'a.meeting will be held in the near future and he Instructed <br />the Clerk to notify the people of their appointment. <br />REPORT.
