304 <br />could not furnish sewers. Councilman Weiss raised the question about septic tanks being allowed <br />after annexation into the City. This was followed by discussion. Councilman Britschgi suggested <br />that Mr. Hanlon contact Mr. Eugene -Howell of the Health Department. Councilman Spiller's motion <br />lost for lack of a second. <br />DIVISION OF HIGHWAYS REQUEST CANCELLATION,OF TAXES ON A PARCEL CONTAINING 2.496 ACRES, MORE OR LESS, FOR <br />THE PURPOSE OF A FREEWAY, Councilman Spillers moved approval of the c ancelation as requested, second- <br />ed by Councilman Britschgi and carried. <br />COMMUNICATION FROM JAMES G. NICHOLAS, 68 ELWOOD STREET, REQUESTING PERMIT TO HAVE THE REMAINING 90 FEET <br />PAVED IN THE PARKING AREA AT 3115-3119 BROADWAY• The City Engineer stated in his letter that the <br />property owners on Broadway -adjacent to this property have filled in the parkway area with concrete <br />without a permit from the City. It has been the policy of the City in the past to permit only paving <br />of parkways in front of public or semi-public buildings, and in industrial and commercial area. <br />This is a residential areas and the parkway is over four f eet in widths which allows sufficient room <br />for tree planting and landscaping.' As in the past, he does not recommend that any parkways in <br />,residential areas be paved or concreted, in order to eliminate the appearance of a commercial area. <br />This was followed by discussion as to the zoning. Councilman Spillers moved that the permit be granted. <br />This was followed by further discussion after which Councilman Spillers added to his motion that <br />suitable space he allowed for the planting of trees. Councilman Britschgi asked that they include. <br />-in the motion that the property owner will have to assume responsibility if this has to be torn up for <br />,emergency utility repairs or, services. This was includes! in the motion which Councilman Britschgi <br />seconded. Councilman Granger stated that this should be made in agreement form. Tkiis w as•also <br />included in the motion which carried. <br />RENEWAL OF USED AUTOMOBILE PERMIT, CLARKSON MOTORS, 155 El Camino Real, R. C., Councilman Britschig <br />moved that the permit be granted, seconded by Councilman Spillers. This was followed by discussion <br />after which City Collector Perrin recommended that the permit be allowed as this was a routine proce- <br />dure. The Mayor a sked that in the future that the City Manager check into these permits and make <br />a report. This w as again followed by discussion after which the motion carried. <br />RESOLUTION TO HAVE SPRUCE STREET, OR AN ALTERNATE, CONNECT FROM FIVE POINTS TO BAYSHORE FREEWAY. City <br />Attorney Costello read the resolution at'the request of Councilman Weiss. Councilman Britschgi <br />offered RESOLUTION 2118 REQUESTING AND RECOMMENDING THAT SPRUCE STREET, OR A REASONABLE PARALLEL <br />ALTERNATIVE ROUTE, BE ESTABLISHED AS A STATE HIGHWAY TO CONNECT BAYSHORE FREEWAY AND THE INTER- <br />SECTION OF WOODSIDE ROAD AND EL CANINO REAL IN THE CITY OF REDPr06D CITY and moved its adoption, <br />seconded by Councilman Weiss and c arried on roll call. <br />Councilman Spillers offered ORDINANCE 831 REPEALING SECTIONS NO. 125 AND 1912 AND AMENDING SECTION N0, <br />190 OR ORDINANCE NO. 758, BEING THE TRAFFIC ORDINANCE, TO ABOLISH ANGLE PARKING ON ANY STREET AND ' <br />TO ESTABLISIi PENNSYLVANIA AVENUE AS ONE-WAY STREET SOUTHEASTERLY'FROM WINSLOW STREET TO JEFFERSON 4 <br />AVENUE and moved its adoption, seconded by Councilman Weiss and carried on roll call. <br />Councilman Spillers offered ORDINANCE 832 AUTHORIZING PURSHASE OF REAL PROPERTY FOR THE EXTENSION OF <br />MARSHALL STREET FROM WALNUT STREET TO MAPLE STREET AND APPROPRIATING THE SUM.OF $6,650.00 FOR THE <br />ACQUISITION THEREOF and moved its adoltion, seconded by Councilman Britschgi and carried on roll <br />call• <br />Councilman Stout offered ORDINANCE 833 AUTHORIZING THE ACQUISITION OF LEASEHOLD INTEREST IN CERTAIN <br />REAL PROPERTY AND APPROPRIATING THE SUM OF $42.9493.07 FROM CERTAIN FUNDS FOR CONSTRUCTION OF <br />BRANCH LIBRARY and moved its adoption,seconded by Councilman Herkner. This was followed by <br />discussion in regard to the breakdown of funds. The motion carried on roll call. <br />
