358 <br />RESULTS OF BID OPENING CONSTRUCTION OF POLICE BUILDING. The following bids were received: <br />Belle Haven Realty Company, San Mateo. $199,885.00 <br />Hub Pacific Building Co., Menlo Park 209;900.00 <br />Stevenson Pacific, Inc., Redwood City 210,977.00 <br />Don Gordon, Los Altos 226,745.00 <br />Clovis Construction Col, San Francisco 237,250.00 - <br />OPEN BIDS ON BONDS AND ADOPT RESOLUTION AWARDING TO BEST BIDDER. The following bids were received: <br />Bank of American, San Francisco a 54921:00 <br />American Truct Company, San Francisco 601102:50 <br />Union Safe Deposit Bank, Stockton 66;944.00 <br />Blyth & Company, San Francicso 55,989.00 <br />William R. Staats & Company, San Francisco . 593290.00 <br />The Mayor passed on to the next item of business to give the City Attorney and the City Auditor time <br />to check the bids. <br />INTRODUCE ORDINANCE AMENDING SIDEWALK REPAIR ORDINANCE — ALLTTING. EXTRA TIME. Councilman Spillers offered <br />a2 <br />introduction of ordinance, seconded by Councilman Herkner. Councilman Britschgi spoke about the <br />length of time. He vras of the opinion that there were occasions when the 60 days was too lengthy a <br />period.. He raised the question of the length of time in connection with the insurance companies <br />feeling in regard to this matter. This was followed by discussion. There was also discussion about <br />the possibility of having two dates put in the ordinance, one to take care of emergency hazards and <br />the other to take care of sidewalk repair only. Councilman Granger made an amendment to the motion to <br />substitute the 60 days to 30 days, seconded by Councilman Britschgi. This was followed by discussion <br />after which the amendment lost on roll call vote with Councilman Herkner, Spillers, Stout and Mayor <br />Royer voting NO. Counpilman Weiss moved to table the motion to January 7th, seconded by Councilman <br />Herkner.and carried on roll call with Councilman Spillers voting No. <br />INTRODUCE EMERGENCY ORDINANCE PROHIBITING SWITCH BLADE KNIVES. Councilman Britschgi stated that he had <br />received several compaints from mothers that switch blade knives were being sold by some local merchants. 'G <br />He reported to the Police Chief and then ased the City Attorney to draw up this ordinance for presentation <br />tonight because he was of the opionion that it should be considered an emergency. Councilman Britschgi <br />offered introcution of the emergency ordinance prohibiting switch blade knives, seconded by Councilman <br />Granger. The Police Chief recommended approval of this ordinance. This was followed by discussion. <br />The City Attorney asked that the record show that this was declared an emergency measure necessary <br />for the immediate preservation of the public peace, health and safety and shall take effect immediately. <br />The motion carried. <br />The Mayor asked the Council to please decide who should be responsible for the agenda and who could rule <br />as to what should appear and what should not appear on the agenda. Councilman Herkner moved that the <br />Mayor be charged with the responsibility of the agenda and that he should also have the power to take <br />items off the agenda and also subject to the Council's decision to put any item on the .agenda at the <br />next meeting. Councilman Granger seconded the motion and asked that they include in the motion that <br />they rescind all other Council action in regard to this matter. This vras followed by discussion. <br />Councilman Weiss objected to the say of one man having charge of removing items from the agenda. <br />Councilman Granger was of the opinion that they should go back to the old method of having a section <br />on the agenda called 1tRecommendations and suggestions by the Council and Department Hears". This was <br />r�followed by further discussion after which the motion carried unanimously. <br />REPORT ON BID OPENING OF THE POLICE STATIONrBONDS. The City Attorney r ecommended that the bid be awarded <br />to Bank of America whose average interest rate is 3.2691%. Councilman Spillers offered RESOLUTION <br />2156 SELLING °CITY CF REDWOOD CITY 1956 POLICE STATION BONDS" and moved its adoption, seconded by <br />Councilman Herkner and carried on roll call. <br />ADOPT RESOLUTION AWARDING CONSTRUCTION CONTRACT. The City Attorney stated that he had a resolution <br />
