Councilman Granger stated that he would change his motion to Capital Improvement Fund for Yacht Harbor Improvements. Mr. Brophy stated that Mr. Uhlenberg made a report and he objected to the sett- ing up of any further monies in the Capital Fund unless'they are established by tax appropriations. With this statement, Councilman Granger went back to his original motion. This was agreed to by Councilman Herkner. This was followed by discussion after which the motion carried on roll call c with Councilmen Stout and Weiss voting NO and Councilman Weymouth passing. Councilman Granger spoke about the pick-up service and stated that he had been told that the City's equip- ment ment was too large to back into the driveways. He asked that this be checked into. Mr. Jain stated that they switched to larger equipment because of the large loads and the distance they have to go to dump the rubbish. This was followed by discussion.' The Mayor asked that the City Manager make a report and send same to the Council and, if they find it necessary, then the matter will be placed on the agenda. Councilman Granger again brought up the matter of the Foster & Kleiser sign on Bayshore Highway directing people to shop in Palo Alto. Councilman Herkner brought up the matter of billboards on Bayshore Highway an he asked that the City Manager make a report in two weeks to see if there was any way in which the City can stop any signs being erected on the new freeway. Councilman Herkner spoke about the service pins. He suggested that service pins be awarded twice a year and the employees be asked to appear before the Council at that time and receive their service pins. He was of the opinion that some sort of ceremony was in order. Councilman Spillers asked that the City Manager give a report on the traffic survey. Councilman Weiss read the following prepared statement in regard to the South San Mateo County Garbage and Refuse Disposal District. In recent days we have been reading reports in the press of what may appear to be questionable practices at the South San Mateo County Garbage and Refuse Disposl ` District level. The practices reported purportedly are similar in nature to that recently reported as having obtained in the employment of a consultant by the state assembly interrim committee investigating the text book set-up. Our good collegue Councilman Sydney Herkner is this cities representative on the Board of Directors of said district. It is therefor my thinking that under the circumstances we can have first hand information, thus it would be appropriate to request that our good Councilman submit to this council a complete and comprehensive report in writing at an early date of the progress made by said district to date, as well as anything that may throw light on the practice referred to by the press and the San, Mateo County Manufacturers Assn. representative. The last I believe to be important because it appears to be in the nature of what is oftern referred to as "Conflict of Interest." Councilman Herkner stated that he would make his report now. He stated that at their last meeting they took an option on a piece of property near Redwood City which would be ample for their' use. The piece of property that they had considered was in the middle of a $3,000,000 project. He outlined their future plans. The contract is being investigated by the District Attorney.
