City Clerk Minutes of the Regular Adjourned Meeting Redwood City Council January 14, 1957, 8:00 P.M. Invocation was led by Reverend Roland Edgeworth, Pastor First Baptist Church. ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, Robart V. Spillers, Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Also present were City Manager E. A. Rolison, City Engineer Glenn M. Jain, City Attorney Robert J. Costello, Water Superintendent H. L. Winter, Building Inspector S. H. Kreiss, Assistant to City Manager L. A. Kimball, City Collector Paul El Perrin, Fire Chief J. L. Lodi, Police Chief William Faulstich, Police Sergeant George Bold, Planning Commissioner Vincent Rambo and Account -Clerk Vivian Holmquist. PUBLIC HEARING, APPLICATION OF L. A. HEALY TO REZONE PORTION OF LOT 16, BLOCK E. WOODISDE ACRES (1012 WOODSIDE ROAD) FROM R-3 TO R-4. The Planning Commission recommended denial of the application. They have the Master ]land Use Plan under advisement and wish to hold off any rezoningq until they can study the plan further. The applicant wanted an immediate decision, therefore, the Planning Commission voted against the petition. There being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, seconded by Councilman Stout and carrisd. Councilman Spillers moved to uphold the Planning Commiss- ion s recommendation, seconded by Councilman Weiss and carried. There was a short discussion in which it was tentatively decided that Mr. Healy would be given another hearing without cost or need for re-application. CITY MANAGER REPORT ON POSSIBILITY OF PROHIBITING 4ILL BOARDS ON BAYSHORE HIGHWAY. The Clerk read the City Manager's report and a letter addressed to the City Manager by the Planning Commission. The City Manager, in his report, stated that the Planning Commission feels that such outdoor advertising signs should be pro- hibited. In the event the Council should desire a separate ordinance, the City Manager recommends that, when the desired restrictions have been determined by the City Council, the matter be referred to the City Attorney for the preparation of such an ordinance. Councilman Granger referred to an editorial appearing in the Redwood City Tribune in regard to the sign ordinance, He was of the opinion that enough time has gone by and the Council should take some action, possibly adopting the proposed ordinance in regard to the signs. Councilman Granger moved that they notify the Merchants Association that the Council intends to adopt the sign ordinance and if they have any informat: or ideas theymnt in the prdinance that they submit their findings at.once, seconded by Councilman Stout. Councilman Weiss spoke in regard to the proposed sign ordinance prepared by our previous City Attorney. He asked that they include in the motion that if they do not hear from the Merchants Association by February 1st that they will adopt the proposed sign ordinance. Councilman Granger agreed to add this to his motion. The motion carried. Councilman Stout spoke about the signs on the Bayshore Freeway after which he moved that the City Attorney be instructed to bring in a recommendation relative to,the adoption of an ordinance controlling the bill boards, either separately or inclusive, in the sign ordinance, seconded by Councilman Herkner. Councilman Spillers was of the opinion that they should come up with an ordinance doing away with
