390 Councilman Granger asked that the City receive a letter from the Taxi companies stating that they agree to the change and they understand the change in the ordinance. The motion -carried. REPORT ON BID OPENING, POLICE DEPARTMENT OUTOMOBILE. The following bids were received: BRAY MOTOR COMPANY:. 1957 Oldsmobile 4 -door sedan, price less excise tax $2,556.09 Sales.Tax 76.68 JAMES BELL LINCOLN -MERCURY 42,632.77 1957 Mercury 4 -door sedan, price less excise tax $2,592.o5 Sales Tax 77.76 $22669,61 The Police Chief recommended the low bid of Bray Motor Company which was concurred in by the City Manager. Councilman Stout moved approval of the recommedation, the Police Chief to be allowed to pick the color as the car will be used for undercover work, seconded by Councilman Spillers and carried. CINNABAR MINING AND AGREEMENT. The City Attorney stated that this matter was handled by the previous City Attorney as directed by the Council and that Mr. Lebsack was present with a proposed lease. Councilman Spillers moved that the City Manager be authorized to sign the lease subject to the approval of the Cinnabar Committee,.seconded by Councilman Herkner and carried. COUNCILMAN WEISS REGARDING NEW INFORMATION ON INCLUSION OF SPRUCE STREET IN THE STATE HIGHWAY SYSTEM. The Clerk read the statement prepared by. Councilman Weiss in which he referred to a bill introduced by Assemblyman Carl Britschgi to in6lude in the State Highway system a route to connect Woodside Road with the Cloverleaf at Bayshore, the link the Council terms as Spruce Street and which the Assembly- man calls "a missing link"o Councilman Weiss was of the opinion that the Council should give Assemblyman.Britschgi every support possible in his endeavor on the question. He suggested that the Council instruct the City Attorney, in collaboration with the City Manager and the City Engineer, to draft a suitable resolution memorializing the State Legislature to give this proposal every consideration possible and the highest possible priority, because of what would for all purposes be considered an urgency in the public interest and welfare; further that Senator Dolwig and Assemblyman e + Francis be urged to lend Assemblyman Britschgi their support in pushing his bill. Councilman Herkner moved that action be taken by the Council to prepare a suitable resolution to help Assemblyman Britschgils efforts, seconded by Councilman Weiss. This was followed by discussion in regard to Spruce Street being the route to connect Woodside Road with the Bayshore Freeway, Mr. Tom Tuite, Jr., reminded the Council that they had agreed to Spruce Street or an alternate. He stressed the alternate. Mr. Tuite was informed that Assemblyman Britschgi did not mention any street by name in his bill, it merly referred to a route. The motion carried. COUNCILMAN WEISS REGARDING SUGGESTIONS RELATIVE TO REVENUES DERIVED FROM ANNEXATION FEE CHARGES. The Clerk read the statement prepared by Councilman Weiss wherein he stated that it was his recoll ection in the various discussions.on the topic of annexation fees that it was more or less clearly indicated as being in the nature of a revenue measure to provide funds to enable the City to recoup investments in various capital facilities and thus enable it to make further additions and expansions to meet the added requirements resulting from the growth and added burdens resulting from such annexations. It is his opinion that such collections of revenues from this source should be specifically allocated to Capital Projects Funds to provide at least a portion of the funds that are so urgently needed for necessary expansions, etc. of our existing facilities. Councilman Weiss moved that the City Attorney be requested to prepare and submit as soon as pract- icable draft of an ordinance providing that any and all funds or revenues from annexation fees as collected shall be credited to the Capital Projects Funds of the city. The Mayor asked Councilman Weiss if he would have any objections to first referring this to the City Manager. Councilman Weiss withdrew his motion and moved that this matter be referred to the City Manager for a report back, I. F
