406 resolution so it could be made a part of the minutes. R E S O L U T I O N WHEREAS, the Board of Directors of the Redwood City Chamber of. Commerce z considers the matter of the enactment of a sales and use tax in Redryood'City of concern to' the business community, and, WHEREAS, there is now before the city council for its action two proposed ordinances, one of these to enact a sales and use tax for application in Redwood City, without regard to the enactment of a Uniform Sales and Use Tax Ordinance throughout San. Mateo County, and the other an ordinance to be enacted for Sales and Use Tax in Redwood City in the event that a Uniform County Sales Tax be enacted throughout San Mateo County by the Board of Supervisors, NO'N, THEREFORE, be it resolved: That the Board of Directors of the Redwood City Chamber of Commerce does hereby record its opposition to the Sales and Use Tax Ordinance, which it is proposed to enact in RUdwood City even if a Uniform County Sales Tax Ordinance be not enacted, and, BE IT FURTHER RESOLVED, That the Board of Directors of the Redwood City Chamber of Commerce.does hereby, record its endorsement of the.passage of a Sales and Use Tax Ordinance by Redwood City to be effective if an when a Uniform Sales and Use Tax law for San Mateo County be adopted by the Board of Supervisors; that the sense of this Resolution is not 'to'be eonstrued as an endorsement of a Countywide Sales and Use Tax, but as the endorsement of a measure to protect the interests of Redwood City in the event that such a Countywide ordinance be adopted by the Board of Supervisors. Reifenrath, President The Mayor announced that the Chamber of Commerce has asked for $15,000 to make a survey which undowbtedly will show a needed expenditure of approximately x$100,000 from the City. The City does not have the money. Stanley Walters, 33 Circle Road, spoke against the sales and use tax. He feels that it should be given to a vote of the people. Councilman Granger spoke about the h$1,00 limitation which was set in 1929. This was followed by a very lengthy discussion. Al Davies, automobile dealer, spoke against the sales tax. Mr. Marshall, 2242 Harding Avenue, was inthvor of the action being taken by the Council and stated that there were quite a few people who have studied this matter from every angle and they are in favor of the sales tax. He spoke as a small home owner and not as a business man. Tom Tuite, Jr., spoke in favor of the sales tax and commended the Council for their stand and their view of looking out for the best interest of the people in the City of Redwood City. He spoke at some length on arguments presented to the Council and on questions raised during the discussions. Allan Baldwin, 45 Hillview, spoke as a representative of two organizations, San Mateo Central Labor Council and Redwood City Democratic Club. He spoke against the sales tax. Mr. Baldwin did not feel that the Council should decide this matter and should let the people vote before taking any action. Councilman Granger offered ORDINANCE 843 BEING AN ORDINANCE OF THE CITY OF RED700D CITY IMPOSING A LICENSE TAX FOR THE PRIVILEGE OF SELLING TANSIBLE PERSONAL PROPERTY AT RETAIL, PROVIDING FOR PERMITS TO RETAILERS, PROVIDING FOR THE COLLECTION AND PAYING OF SUCH TAX, AND PRSORIBING PENALTIES FOR VIOLATIONS OF THE PROVISIONS HEREOF and moved its adoption. Councilman Weymouth stated that he had talked to a lot of small home owners and looked into this matter very carefully and from the information he gathered and on the basis of his findings he seconded the motion. Councilman Spillers suggested giving this matter to the vote of the people. Councilman Herkner stated that he has to take the same stand as he took last week. He feels that a sales tax on the County -wide basis is preferable. Councilman Herkner amended the motion to adopt Ordinance 845 (Uniform Local Sales and Use Tax). The Mayor stated that last week the City Attorney ruled this amendment out of order and the Mayor so ruled this time.
