Councilman Weiss commended the Committee, however he stated the Master Plan had not been completed and was not available. He was not opposed to the program but desired to approach with full plans. He dis- cussed his previous statement in which he suggested the possibility of leasing and private financing of the improvemtns. In Councilman Weiss opinion, there are more important projects which carry a higher priority. This was followed by discussion between Councilman Spillers and Weiss. Councilman Spillers stated that the Council did not accept the suggestion of leasing the Yacht Harbor to private operation. Councilman Herkner stated that the Committee looked very carefully into the report previously made by Councilman Weiss in regard to leasing the Yacht Harbor and the Committee found the idea very impracticable at the present time. Councilman Stout spoke in regard to the plans and the work that has been done in compliance to the original plan. This was followed by discussion. Councilman Granger stated his reasons for seconding the motion. The motion carried. Councilman Weiss asked that the minutes show that in August of 1955 he asked that they examine very carefully any expenditures. The committee worked hard on this and have done a wonderful job for the City. RESOLUTION PROVIDING FOR INTORDUCTION OF ORDINANCES BY TITLE IF AND WHEN COUNCIL SO DESIRES. The City Attorney briefed the resolution for the benefit of the Council and the people in the audience. Councilman Weymouth offered RESOLUTION 2188 ESTABLISHING PROCEDURE GOVERNING THE READING OF ORDINANCES AND RESOUTIONS and moved its adoption, seconded by Councilman Weiss. The City Attorney ruled that this particular resolution did not have to be read in its entirety. This was followed by discussion after which the City Attorney, to stop the argument, read the resolution. The motion carried on roll call. . ADOPT SALES TAX ORDINANCES 843, 844, 845 and 846. Affidavit of publication of Ordinance 843 was ordered filed. The City Attorney read the title of Ordinance 843 (Sales Tax, local basis). Councilman Granger moved that this be done in keeping with Resolution 2188 which was just passed, seconded by Councilman Weymouth. This was followed by discussion. The City Attorney stated that future' adoption of ordinances will be based on the adoption of the previous resolution. The motion carried. The City Attorney prefaced the title of Ordinance 843. Councilman Herkner asked the. City Attorney to read the titles of all the ordinances. Mr. Chester Lebaack, appearing on behalf of the Retail Merchants and the Automobile Dealers, urged the Council to wait on ordinances 843 and 844 until such time as they fully explore all the effects of the action taken or would be taken by the Council on their intention to go it alone. He outlined his reasoning of this statement, and stated that the Council action may precipitate a ballot proposition resulting in something frozen into the charter which would react unfavorably to the city. Mr. Lebsack also spoke about the uniform ordinance in conjunction with the County wide basis, He suggested that the Council withhold action and leave this matter in the hands of the Board of Supervisors. The group that he represents objects to the sales tax and the use tax, citywide or countywide. He spoke about a $100,000 still available in the $1.00 tax rate for general purposes and stated that he could not see any reason why the Council had to deem it necessary to adopt these ordinances immediately. John Roselli, 1137 Clinton Street, spoke for himself against the sales and use taxes. He did not believe that the Council had given sufficient chance to people to speak for or against the sales tax at the meeting of February 18th, and did not think it proper for the Mayor to call a time limit and for Councilman Stout ANto use up the allotted time reading clippings from the newspapers. He spoke at some length on the Council action of the prvious meeting. This was followed by aiery lengthy discussion. Councilman Stout stated that he did not read the clippings until a question had been raised relative to known opposition and he used the items in answer to show that according to the printed reports in Belmont, San Carlos and Menlo Park there was not this opposition claimed.
