Planning Commissioner Tiedeman stated that they only had the map and verbal reports were received from Hahn, Wise and Associates. Councilman Stout seconded the motion. This was followed by discussion. Councilman Spillers suggested that the Council meet with Hahn, Wise and Associates and discuss this matter. The motion lost on roll call with Councilmen Granger, Herkner, Spillers, Weymouth and Mayor Royer voting NO. Councilman Spillers moved to set a public hearing for the second meeting in April (April 8th), seconded by Councilman Herkner who added that the Planning Commission and/or Hahn, Wise and Associates furnish all the information necessary for the public hearing. The motion carried with Councilman Stout and Weiss voting NO. PUBLIC HEARING, PROPOSED REZONING LOTS sl TO 5, BLOCK 1, ROBELET SUBDIVISION, FROM R-2 to R-2 DISTRICT (1425-1441 Ebener Street). Councilman Granger moved that the public hearing be closed, seconded by Councilman Spillers and carried. Councilman Spillers moved to authorized the City Attorney to prepare the necessary ordinance in accordance with the Planning Commission's recommendation, seconded by Councilman Weiss and carried. CITY MANAGER REPORT ON PROPOSED REVISION OF WATER CONNECTION SHRGES. The Clerk read the report wherein the City Manager stated that new charges now being recommended have been arrived at after reviewing i the Water Department's actual costs during the past several years. When new services are installed 1 for less than costs, this decreases the net earning of the ?"later Department, which is operated separate and apart from all other City departments. It has been apparent that in order to avoid a general increase in water rates, the Water Department can no longer continue to provide water connec- tions to new consumers for less then the actual cost. Neither is it possible to finance water main extensions from current revenue. The City Manager recommended that the City Attorney be instructed to prepare an ordinance, the contents of which, with the exception of the legal phrasing, have been previously prepared in order to expedite its adoption. The City Manager, in his report, also stated that the payment of interest and redemption on the $500,000 bond issue voted in 1951 has also added an additional burden of approximately $35,000,.per year to the Water Department's operating expense. When the present bonds are sold in the amount of $500,000 for the construction of the Sf,:quoia Reservoir, this will also require an annual expenditure for interest and redemption of possibly more than $353000 per year, due to the existing high interest rate. Councilman Weiss read a prepared statement wherein he stated that he could not see how that could justifiably include the cost of a water meter in the service charge. He raised the question of who would be the owner of the water meter. Councilman Weiss also stated his thinking in regard to this P report indicating that an increase is necessitated in order to raise additional revenue of x$35,000 , tY annually. It was his thinking that this matter should be explored ingreater detail before they take any final action on the matter. He felt they should obtain more comprehensive data bearing on the question.
