He only mentioned the $35,000 to show that the Water Department funds were insufficient to continue to meet all oblegations. The motion -carried. The Mayor set this for a study meeting on March.20th. CITY MANAGER REPORT ON PROPOSED REVISION OF CIVIL DEFENSE ORDINANCE AND RESOLUTION. The City Manager reported that in order to comply with the Council's request that his office implement the first four pages of the California Disaster Office survey of the Redwood City civil defense system, it will be necessary to amend Ordinance 665 and Resolution 1037. This was followed by discussion in regard to who bhould be appointed to the Defense Council. Councilman Granger wanted to be sure that the old Defense Council was not being obolished and the same people serving on the Council could be reactivated if possible. The motion lost for lack of a second. Councilman Weiss moved that this matter be set for a study meeting and the City Manager's report be received, seconded by Councilman Stout and carried. The Mayor set the study meeting for March 20th. COUNCILMAN HERKNER REPORT ON OFF-STREET PARKING, 2600 BROADWAY. C6imcilman Herkner stated that he, Councilman Weymouth and Stout met with Larry Wise in connection with the parking Survey. A new survey is necessary because they const use theeoriginal parking lot survey. They must revise the survey and make an enlarged map and resurvey the parking turnover, necessary to project the assessed valuation over the next 10 or 20 years, valuate facts and justify financing and make a prospectus. Councilman Herkner stated that he met with thg people today and gave them the above mentioned facts. He told the group that the Council was behind this and the people asked for one additional week to make contact with the property owners. They will come in with a request next Monday night. Councilman Herkner moved that this matter be carried on the agenda for one week, seconded by Councilman Spillers and carried. The Clerk was asked to advise Mr. Spangler of the action taken tonight. INTRODUCE ORDINANCE AMENDING ORDINANCE 813 TO REDEFINE THE OBJECTIVES, POVTERS AND DUTIES OF THE VETERANS MEMORIAL COMMISSION. The City Attorney read the title of the ordinance and outlined, in brie£, the contents of the ordinance. This ordinance is in keeping with the State laws and in accordance with the opinions of the Attorney General. Councilman Spillers offered introduction of the ordinance, seconded by Councilman Herkner. Councilman Weiss asked if this ordinance gave the primary outline of the use of the building. The City Attorney stated that Councilman Weiss statement was.true and that in addition the ordinance will strengthen previous Council action. Councilman Granger asked that the Council instruct the Commission that they cgnsider as rule number one that the organizations shall be recognized as the State definition -of Veteran Organizations. He wants to be sure that there will be no subversive groups allowed to use the building. The. City Attorney recommended that they request the Veterans Memorail Commission to ask that all veteran's groups file with the Commission an affidavit that they are not subversive and that all other users must also file such an affidavit. The City Attorney recommended that this not be made a part of the ordinance but should be considered under rules and regulations. The motion carried. Councilman Granger moved that the City Clerk notify the Commission of the Council's remarks in regard to organizations filing a loyalty oath, seconded by Councilman Spillers and carried.
