F 425 description. The Mayor asked the City Manager if he thought he and the City Engineer could meet with Mr. Trifeletti and come to some understanding before the lease is completed. The City Manager thought this could be worked out, the only question being the one year stipulation. This was followed by discussion in regard to the inspection. Councilman Stout spoke about the extent of the area to be mined. The Mayor stated that Mr. Lebsack was representing the City as City Attorney in this matter. Mr. Lebsack stated that the description in the lease limits the mining to the northerly one-half of the area. When Oddstad bid on the mining, he submitted his bid on all of Stulsaft Park. This lease would confine his activities to the northerly one-half of the Park. They can not tie down the location too much because they don't know the extent of the vein. He also stated that they could not mine all the property and he completed by June 30th. Mr. Lebsack stated that for as he was concerned he did not want the lease back and if there were any questions Mr. Jones was the attorney for Mr. Oddstad. The motion carried. REPORT ON OFF-STREET PARKING, 2600 BLOCK BROADWAY. Ray Spangler, secretary of the 2600 Block Parking Lot Committee, addressed the Council and stated that his committee met and they asked that they be allowed to meet with the Council Committee and discuss the possibility of formulating a.parking lot. Theywere informed that this was.not possible under the conditions set forth, however, they found out what could be done and they contacted Mr. Wilson and Mr. Wise and investigated the location of property to be used for parking. They projected the valuation of the.property to be assessed, They were told befre they could proceed they should make a report and have an expert make a survey. They recommended that Mr. Territory and Mr. Beeger contact the property owners in the area as to the feasibility of the report. The Committee -is aware that mushc of the aprking meter revenues is already projected to the parking lot on the east side of the railroad tracks. They desire that a committee be made to check into the possibility of a parking lot on the west side of the railroad track similiar to that done on the east side of the tracks. Kenneth Jones, Attorney with Kirkbride and 'Nilson, outlined the proceedings under which would proceed. The best source of information is a consultant. He stated that this office is not that of a planning consultant but that of attorneys. The Dommittee asked that the City advance the money to provide for the report. The money, in turn, can be charged to the parking lot district when it is formed. The Mayor asked Mr. Spangler if the people were willing to assess themselves as the people did on the present parking lot. Mr. Spangler stated that they agreed to this. In fact, they had considered the possible assessment of 75¢. There was one man who would not go along with the 75¢ assessment, however, there was a possibility of his going for the 50¢ assessment. Councilman Herkner stated that if the owners in -the area are behind this specifically then the Committee will go along with the request. Henry beeger spoke on the matter of the 75¢ assessment. The question in the minds of the people was the location_ of the parking lot. If it was in their location, they would not have any objection to the assessment charge. Thisvas followed by discussion in regard to deficit on the present parking lot. Councilman Weiss read the following prepared statement. Mr. Mayor - This proposal presents some peculiar and oddly interesting questions. For instance how can we honestly undertake the establishment of another parking district when we are presently faced with deficits on the ones already established and operating? Is it not a fact that before too long we shall have to decide whether we will permit a default to the extent of the dificit, or whether we shall be obliged to expend other revenues from the general funds which are raised by taxes on the entire community? Secondly it is odd that in the face of all of this, together with the fuss and furore over the sales tar., some of the very people who have been the loudest in its condemnation and their opposition, are seeking the expenditure of tax moneys on what unquestionably can create further deficits and greater obligations for the city to meet. Had we not better stop and think and suggest to these people that they have the survey made at their own expense and then submit their proposal to this council for exploration and consideration? Louis 17eiss3 Councilman Councilman Spillers moved to have the City Manager contact Hahn, Wise and Associates and Mr. Wilson to make araangements for the survey, and he be allowed to spend up to $1,000, seconded by Councilman Granger.
