i <br />i <br />427 <br />Jain stated that the plans and specifications are in the process of being handed to the Council next week. <br />Mr..Lebsack outlined the proceedings of Kentfield-Palm-Valota Road Improvements, the first resolution <br />establishing public hearing to be introduced on March 25th. Councilman Weiss seconded the motion. The <br />Mayor told the people in the audience that their help will probably be needed when the first public hearing <br />is held on the above mentioned improvements because some of the people on Valota Road are opposed to the <br />improvements. The motion carried. <br />DEPARTMENT OF PIL4LIC WORKS REGARDING ESTIMATE OF FUTURE NEEDS CITY AND COUNTY ROAD SYSTEMS. The Clerk stated <br />that he had a very lengthy letter from the Department of Public Works and also a report. Mr. Jain stated <br />that this was going to be a very comprehensive report and also expensive, however, the City was required <br />to fill out the report. He stated that the City could use gas tax funds. <br />Councilman Herkner moved that this be referredto the City Manager and City Engineer for recommendation, <br />l+ seconded by Councilman Granger. Mr. Jain stated that they had to make the report and there wasn't any way <br />out of it. This -ms followed by discussion. Councilman Weiss was of the opinion that this hould also be <br />turned over to the Planning Commission. Councilman Herkner changed his motion to include any other <br />person or commission neeced to make, the report. The motion carried. <br />PLANNING COMMISSION RECOMMENDED APPROVAL OF AMENDMENTS AND ADDITIONS TO ZONING ORDINANCE 600. The Planning <br />Commission recommended approval of the following amendments and additions to the zoning ordinance: <br />1. Amend Section 15.1 (c) entitled "YARDS" to provide for the establishment of detached garages on the <br />front half of the lot under certain conditions. <br />2. Amend a portion of Section 28.1 by adding thereto a definition of a Professional Office. <br />3. Amend Section 2.2 by adding the words °Now or in the future". <br />4. Amend.Ordinance No. 600 by adding thereto a new section establishing a restricted Multiple Family <br />Residential District. <br />5. Amend Ordinance No. 600 by adding thereto a section establishing a Neighborhood Commercial District. <br />6. Amend Ordinance No. 600 by adding a new section establishing regulations for planned industrial <br />districts. <br />7. Amend Ordiance No. 600 by changing Section 20.1 which would change the findings required to be <br />made by the Planning Commission in order to grant a Variance. <br />8. Amend Ordinance No. 600 by changing Section 20.2 which changes the nature of the findings <br />necessary to be made by the Planning Commission. <br />9. Amend Ordinance No. 600 by changing Section 20.3, regarding the method of giving notice for public <br />hearings. <br />10. Amend Ordinance No. 600 by changing Section 20.11, regarding action by the Planning Commission. <br />11. Amend Ordinance No. 600 by changing Section 20.5 to provide for appeal from the decision of the <br />Planning commission and providing therein a method of such appeal. <br />12. Amend Ordinance No. 600 by changing Section 20.6, which section would set up a 5 day waiting period <br />before granting of any variance. <br />The City Attorney recommended that this be set for public hearing. Councilman Spillers moved that this <br />no be set for public hearing, seconded by Councilman Weymouth, public hearing April 8th. The motion carried. <br />PLANNING COMMISSION REC0181ENDED APPROVAL SHELL OIL COMPANY REQUEST FOR ABANDOtUT,,NT ANCHOR EASEIENT LOTS 1 & 2, <br />BLOCK 9, REITJOOD TERRACE A (Roosevelt and Upton). The Planning Commission stated in their letter of <br />recommendation that letters were read from the Pacific Gas & Electric Company and Cvty Engineer Jain which <br />indicated agreement with abandonment. The Clerk read the title of the resolution. Councilman Spillers <br />Iisâ–  offered RESOLUTION 2200 AUTHORIZING ABANDOMIGNT OF ANCHOR EASEMENT SITUATED ON LOTS 1 AND 2, BLOCK 9, <br />REDWOCD TERRACE NO. 4 and moved its adoption, seconded by Councilman Granger and carried on roll call. <br />PLANNING COMMISSION RECOLUENDED DENIAL J. B. FERRANDO APPLICATION TO REZONE LOTS 10 TO 13, BLOCK 6, W^ODACRE <br />KNOLLS (2079 WOODSIDE ROAD) FROM R-3 TO C -1-H. The Clerk stated that he had a letter from Mr. Ferrando <br />asking that this be set for public hearing for the second meeting in April, Councilman Spillers moved to <br />set this for public hearing on April 8th, seconded by Councilman Stout and carried. <br />
