The building is,in a dilapidated condtion and is an eyesore to the neighborhood. He spoke at 'some length on the matter of rezoning. Mr. Evans stated that he had filed a petitign with the Planning Commission of people favoring the rezoning. He then asked permission to present another petition to the Council with twenty-three signatures approving the rezoning. We Evans further stated that, at the time of the hearing before the Planning Commission, there were a lot of people objecting to the rezoning. Councilman Weiss raised the question of whether or not they had considered the master use plan. This was followed by a very lengthy discussion with the following people objecting to the rezoning. Mrs. Alice Rankin, 1931 Woodside Road, representing Greenknolls Terrace Improvement Club; Rual Myers, 1930 Alameda de. las Pulgas; 'Are Mayo, representing the Sequoia High School District; Mrs. Arthur.Simmons, 1840 Alameda de las Pulgas; Elmer Simmons, 2175 Ward Way; Mrs. Vera Eskin, honorary member of the Greenknoll Terrace Improvement Club; Mrs. Dorothy Labernick, 154.Santiago Avenue and John Prinvale, 2037 Hull Avenue. A gentlemen, representing Lee Brothers, spoke in favor of the rezoni:ige If the property is not rezoned, the only may the property owner can get a return on his investment is to build a 36 unit lost cost apartment. This was followed by considerable discussion after which 8ouncilman Stout moved that the public hearing,be closed, seconded by Councilman Spillers. Councilman Granger was of the opinion that some help should be given to help the people who own property, not necessarily these people, but pepple who own property and because of the zoning are not able to get the most use from their lance The present owner has owned this land for one year. This was followed by discussion after which the motion carried. Councilman Weiss moved that,the matter be taken under advisement, seconded by Councilman Spillers. Councilman Herkner, in view of the fact that all the people were present and the fact that the owners probably would like 1 an answer, he did not know what they could do at a study meeting that couldn't be done tonight,- He felt they should take a stand,on the matter nowe Mre Evans stated it would not be fair to make the property owner wait,any longer. With the consent of the second, Councilman Weiss withdrew his motion and moved that the Planning Commission's recommendation to deny be upheld, seconded by Councilman Stout and carried on roll callp Councilman Spillers and Mayor Royer voting NO. The Mayor called a recess at 11:10 P.M. The meeting was called to order at 11:20 P.M., PUBLIC HEARING;- CONTINUATION OF HEARING, PROPOSED ANNEXATION OF FARM HILLS ADDITION NO. 1. Councilman Stout moved to carry this.on the agenda for two weeks, seconded by Councilman Weymouth. Attorney Lebsack stated that he had a couple of items to take up with the Council and after these were taken care he was sure the matter could proceed. The Mayor set this matter for a study meeting one week from Wednesday.. April 17th. The motion carried. Councilman Granger offered ORDINANCE 853 ESTABLISHING 35 MILE SPEED LIMIT, INDUSTRIAL WAY and moved its adoption, seconded by Councilman Stout and carried on roll call. Councilman Spillers offered ORDINANCE 854 PROVIDING 15 FEET MINIMUM BEMEH E=OF CURB RETURN AND DRIVWAY, NON RESIDENTIAL DISTRICT and moved its adoption, seconded by Councilman Weiss and carried on roll calls Councilman Herkner voting NO. Councilman Weiss offered RESOLUTION 2213 ENDORSING FOUR YEAR STATE COLLEGE IN SAN MATEO COUNTY and moved its adoption, seconded by Councilman Spillers, the Clerk to send a copy of the resolution to the Board of Supervisors asking them to take similar action and also send a copy of the resolution to the service clubs. The motion carried on roll call. Councilman Granger offered RESOLUTION 2214 OPPOSING DELETION OF WOODSIDE ROAD ROUTE 107 FROM STATE HIGHWAY SYSTEM
