446 `. Councilman Spillers moved approval of the Minutes of April 1, and April 8, 1957s as mailed, seconded by Councilman Stout and carried. Mrs. Christine Tinney was presented a placque by the Mayor for her previous service on the Council and her work in behalf of the City. Councilmen Herkner and Granger also extended words of congratulations to Mrs. Tinny. PUBLIC HEARING, ATTORNEY WOODMAN APPEAL TO PLANNING COMMISSION GRANTING USE PERMIT FOR AUTO COURT AT 811 WHIPPLE AVENUE. The Clerk reported that he had received two letters and several postcards. There I`s were about twenty postcards with the writer voting against the granting of the use permit and one in I favor. The Clerk read the letters of N. Wren, owner of the Sequoia Hotel, and Mrs. Henry Edmonds, 818 Whipple Avenue, both letters being letters of protest. Mr. Dodge also reported that he had received several telepone calls asking that the letters turned into the Planning Commission protesting �! uh the granting of the use permit also be read before the Council. The letters of protest were from Daphney 0. Ryan, 220 Howland Street, Mrs. K. Pescaro, 227 Standish Street, Mr. & Mrs. H. P. Morello, 235 Standish Street, Mr. & Mrs. Harry Hanson, Louis DeBendedetti, 221 Standish Street, Cecelia M. Weiner, 731 E1 Camino Real, and a petition with seven signatures of people living in the area. The Clerk also read a copy of the Planning Commission minutes in regard to the granting of the use permit. Dennis Woodman, attorney speaking for the people protesting the use permit, addressed the Council and explained why the people were protesting. In his opinion, this was spot zoning at its worst. He also protested the building of a motel, stating that a motel and an auto court were two different things. The City Attorney ruled that motels and auto courts were synonymous. This was followed by at -very lengthy discussion in regard to motels and auto courts. Mr. Robert Dell'Ergo, representing the applicant, presented sketches showing the proposed building i and the plot plan. He spoke at some length in favor the granting of the use permit and what his ` clients intended to do with the property. In answer to a question raised by Councilman Herkner, Mr. I Dell'Ergo stated that there would be 25 units. There are now 16 units in the aprtment house. Under the new plan there will be sufficient parking for 25 cars. The following people spoke against the granting of the use permit: Mr. Pierson, Mrs. Harry Hanson, Mr. Glenn Frater, 335 Howland Street, Mary Bartole, 727 Whipple Avenue, and Mrs. George Sell, 300 A Street. Councilman Stout was of the opinion that the neighborhood should be reserved for apartment buildings. This was followed by considerable discussion. Councilman Spillers moved to close the public hearing, seconded by Councilman Granger and carried. Councilman Spillers moved approval of the recommendation of the Planning Commission to grant the use permit, seconded by Councilman Weymouth. The motion lost on roll call with Councilmen Granger, Herkner, Stout and Weiss voting NO. PUBLIC HEARING OFFICIAL PLAN LINES, TACOMA WAY AND NORTHERASTERLY EXTENSION OF B AND D STREETS. The affidavit of publication was ordered filed. The Clerk read the letter from the Planning Commission. There being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, seconded by Councilman Stout and carried. Councilman Stout offered RESOLUTION 2216 ESTABLISHING OFFICIAL PLAN LINES ON TACOMA WAY AND -THE NORTHEASTERLY EXTENSIONS OF B AND D STREETS and moved its adoption, second3d by Councilman Weymouth and carried on roll call. PUBLIC HEARING ON TWELVE AMENDMENTS TO ZONING ORDINANCE #600. The affidavit of publication was ordered .filed. Councilman Granger moved that this matter be continued for three weeks, seconded by Councilman Spilleru carried. REPORT ON BID OPENING, LEASE OF PORTION OF HAWES PARK. The Board of Education of the Redwood City School District bid the amount of one dollar per year for leasing the -land at Hawes Park Sch6ol. The
