The Clerk read the title of the resolution after which Councilman Spillers offered RESOLUTION 2217 AWARDING BID FOR LEASE OF CERTAIN CITY OWNED PROPERTY TO REDWOOD CITY ELEMENTARY SCHOOL DISTRICT and moved its adoption, seconded by Councilman Herkner and carried on roll call. , REAL ESTATE COMMITTEE REPORT REGARDING ACQUISTION OF PORTION OF LOTS 16 TO 19, BLOCK 13, HIGHLANDS OF EMERALD LAKE FOR RECREATION AREA. The.Committee recommended that the City and County of San Francisco be offered $2 000.00 for the , portion of the lots nota part of the Hetch-Hetchy right-of-ways and assume atZkr assessments for improvements presently being put, in. An estimate of the assessment anticipated is approximately $1,000.00. In as much as it will be used for recreational area, it is the thought of the Committee that surface rights on the right-of-way area should be included in whatever agreement is made tn U1 I with the City and County, of San Francisco. Councilman Stout wanted to know where they were going to get the money if they approved this. City Auditor Brophy stated that there were sufficient funds in the Capital Outlay Fund, Councilman Stout moved that the acquistion be made as recommended by, the committee, seconded by Councilman Granger. Councilman Herkner wanted to know what they were going to use the property for. Mrs. Tornell stated that there were no d efinite plans, for this park; however, the Commission was looking into the future when they would need property in this area for recreational use. The motion carried. APPLICATION FOR WATER SERVICE AT 11160 JEFFERSON AVENUE, R. G. HUNT. The Clerk read the letter from the Hunts wherein they claim hardship because of insufficient water from the wells. The Mayor asked Water Superin- tendent Winter if there was sufficient water in the area for Mr. Hunt to tie into. Mr. Winter reported that he had contacted Mr. Howell from the Health Department on this matter and had been requested to•ask the Council to refer this particular matter to the Health Department for a check on the conditions of the jr wells in the area. If in checking this well, they find that the water table has dropped then they will Il■■ stop all building in the area. They will make the necessary tests and report their findings to -the Council. This was followed by discussion after.which Councilman Spillers moved to hold this off for two weeks, to Clerk to write a letter to the Health Department, and Mr. Hunt to also contact the Health Department, seconded'by Councilman Herkner and carried. If the necessary information is available by Thursday of this^ weeks the Mayor announced that the matter could be considered at the next Council meeting. COMMITTEE REPORT ON PROPOSED FIRE DISTRICT CONTRACT, DUMBARTON FAIR OAKS DISTRICT. Councilman Stout moved to carry this item on the agenda for three weeks, seconded by Councilman Weymouth and carried. CITIZENS PORT COMMITTEE REPORT. The Clerk read the following report submitted by the Committee: The Cit;liens Port Committee has completed an investigation of the operation of the Port of Redwood City, and herewith submit their findings for your consideration: We believe and recommend an impartial survey by a professional research organization is esential to an,intelligent analysis of present and future port development. We recommend the cost of the survey be underwritten by Port Funds. While we feel there may be justification for some criticism of port operation and potential, the majority of.this committee agrees the Port of Redwood City may have a profitable future, which we are convinced should be analyzed by the survey we recommend. This Committee stands ready to serve if requested by the Council. The Clerk reported that he also had a report by Gordon Seely, said report being the minority report of the Citizen's Committee. Council- man Weymouth moved to accept the Committee's report and turn it over to the Port Commissioners for further action, seconded by Councilman Granger. Councilman Weiss moved an amendment to the motion that the majority report and the minority report be accepted and that they be taken under advisement, seconded by Councilman Stout.
