(Home to be set on new foundation). The Clerk read the letter from the Planning Commission. Councilman Herkner moved approval of the Planning 'GRANTING VARIANCE FROM CERTAIN PROVISION OF THE ZONING Commission recommendation and offered RESOLUTION 2218 ORDINANCE OF THE CITY OF REDWOOD CITY and moved its adoption, seconded by Councilman Spillers and carried on roll call. Councilman Granger moved that the Citizens Port Committee be kept intact until such time as the matter is cleaned up, seconded by Councilman Stout and carried. COMMUNICATION FROM KIRKBRIDE AND WILSON REGARDING DEED OF EASEMENT, BAY ROAD IMPROVEMENT. The Clerk read the letter. Councilman Spillers offered RESOLUTION 2219 ACCEPTING DEEDS OF EASEMENT, BAY ROAD and i moved its adoption, sedoaded by Councilman Weymouth and carried on roll call. Councilman Spillers offered RESOLUTION 2220 ESTABLISHING AND DECLARING CERTAIN DESCRIBED ENTRANCES TO DESIGNATED INTERSECTION TO BE STOP ENTRANCES (WARWICK AND EDGEWOOD ROAD) and moved its adoption, seconded by Councilman Herkner and carried on roll call. Councilman Granger offered RESOLUTION 2221 AUTHORIZING EXCHANGE OF SEWER EASEMENTS WITH CITY AND COUNTY OF SAN FRANCISCO and moved its adoption. This was recommended by the department heads. Councilman Herkner seconded the motion which carried on roll call. RESOLUTION AUTHORIZING REVOCABLE PERMIT TO P. G. & E.. FOR TRANSMISSION LINES OVER CERTAIN CITY PROPERTY. The Clerk read the title of the resolution. The City Attorney stated that this had been referred to him and he recommended this particular type of resolution. This was also recommended by the department heads. Councilman Spillers offered RESOLUTION 2222 GRANTING REVOCABLE PERMISSION TO THE PACIFIC GAS AND ELECTRIC COMPANY TO SUSPEND AND MAINTAIN ELECTRIC TRANSMISSION LINES ACROSS CERTAIN CITY OEM REAL PROPERTY and moved its adoptions seconded by Councilman Weymouth and carried on roll • call. FURTHER CONSIDERATION, PROPOSED INCREASE IN WATER CONNECT ON CHARGES. Water Superintendent Winter and City Engineer Jain recommended the increase in the water rates. Mr. Winter stated that these rates were based on the average cost for water installations. Councilman Weiss wanted to know if they should charge $1.00 per inch. This was followed by discussion. Councilman Weiss moved approval. of the City Manager's recommendation and to refer this to the City Attorney to draw up the necessary ordinance,•seconded by Councilman Stout and carried. OF AMENDMENT TO ANIMAL ORDINANCE PROGIBITING DOGS IN CITY PARKS, ALSO PROHIBITING SALE OF FOWL AND ANIMALS IN PUBLIC PLACES. Theseamendments were recommended by Peninsul Humane Society and the Park and Recreation Commission. The Clerk read the letter from the Park and Recreation Commission asking for an amendment to the animal ordinance with regard to dogs in City parks. The City Attorney stated that he knew this letter was being presented and to save time he incorporated it in this ordinance. Councilman Spillers offered the introduction of the ordinance, seconded by Councilman Weymouth. Councilman Granger was of the opinion that they should exclude the portion of the ordinance that did not allow dogs to run in Stulsaft Park, The City Attorney stated that this was not a dedicated park and therefore it would not be under the jurisdiction of this ordinance. The motion carried on roll call with Councilmen Granger, Herkner and Stout voting No. Councilman Stout raised the question of the number of dogs running loose in the vicinity of Industrial Way. The City Manager was asked to contact the S. P. C. A. The City Attorney asked if the Council would set a policy as to whether or not they wanted a copy of all the proposed ordinances mailed to them. The Council decided that it should be left to the Mayor to decide what proposed ordinances should be mailed to the Councilmembers. C-1
