453 Councilman Stout moved that the letter be filed and the Department Heads take cognizance of the facts, seconded by Councilman Weiss and carried. ADOPT ORDINANCE PROHIBITING DOGS IN PARKS, ALSO PROHIBITING SALE OF FCWL AND ANIMALS IN PUBLIC PLACES. The Clerk read the title of the ordinance. Councilman Spillers offered ORDINANCE 855 PROHIBITING ANY PERSON HAVING CUSTODY OR CONTROL OF ANY DOG TO PERMIT SUCH DOG TO BE IN ANY PUBLIC PARK AND DECLARING ANY DOG IN A PUBLIC PARK A PUBLIC NUISANCE: AND BY ADDING THERETO SECTION 7. 2 PROHIBITING THE DISTRIBUTION OF FOWL AND OTHER ANIMALS ON THE STREETS OR PUBLIC PLACES IN THE CITY and moved its adoption, seconded by Councilman Weymouth. Alfred Morton spoke on the subject of the dogs being brought to the park by people in cars. They are not complaining about the dogs running loose. Mr. Tornell spoke on the matter and recommended approval of the amendment to the dog ordinance. There was one letter protesting the amendment to the ordinance from Margaret C. Miller. This was followed by discussion. The City Attorney stated that he had been informed by the S. P. C. A. that this ordinance would be hard to enforee. This was followed by discussion as to the way this ordinance could be enforced. The motion carried on roll call with Councilman Granger voting NO. L. C. THATCHER REQUEST CLOSE OUT SALE OF NURSERY STOCK, 32 LUCERNE STREET. The proper applications and deposit had been turned in. Councilman Stout moved approval of the permit subject to the conditions of the ordinance, seconded by Councilman Spillers and carried. LETTER, ATTORNEY LEBSACK REGARDING PETITION FOR RE—HEARING, MC CAMMON VS. REDWOOD CITY TRUCK ROUTES. Councilman Stout moved that this matter be referred to study meeting Wednesday evening, April 24th, seconded by Councilman Weiss and carried. TRAFFIC COMMITTEE RECOMMENDED 4 1'VAY STOP AT VALOTA ROAD AND REDWOOD AVENUE. The Clerkxead the title of the resolution. Councilman Stout offered RESOLUTION 2224 ESTABLISHING AND DECLARING THE INTERSECTION OF VALOTA ROAD AND REDWOOD AVENUE TO BE A FOUR—WAY STOP INTERSECTION AND MOVED ITS ADOPTION, seconded by Councilman Spillers and carried on roll calle Councilman Spillers offered RESOLUTION 2225 APPROVING AND ACCEPTING FINAL MAP VALOTA MANOR SUBDIVISION SUBJECT TO CERTAIN CONDITIONS AND APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR THE CONSTRUCTION OF I&ROVEMENTS FOR SAID SUBDIVISION and moved its approval, seconded by Councilman Herkner. The conditions were recommended by the -Planning Commission. The motion carried on roll call. The Mayor called attention to the study meetings and noted a correction. The study meeting would be on Wednesday, April 24th instead of Thursday, Councilman Spillers brought up the matter of Spruce Street. He said that Mr. Dolwig did not receive a copy of the resolution. The Clerk was asked to check the records and make sure the resolution was sent to Sacramento. Councilman Weiss brought up the matter of the abandonment of plan lines on E1 Camino Real and Whipple. He stated that plans are being made to build on the corner property and he was of the opinion that the Council should take this matter, under consideration before the work begins. This was followed by discussion. Councilman Spillers wanted to know what has happended to the Streets and Highway Master Plan, Councilman Spillers moved to have the City Manager check the matter of the Streets and Highway Master plan and report back at the next Council meeting, seconded by Councilman Weiss and carried. Councilman Weiss read the following prepared statement: Mr. Mayor and Gentlemen: I have here before me notes on some 75, more or less items that have been brought before this council at stated meetings for action or consideration.. Approximately 35 or more of them.are now over three months old and have not as yet been resolved, nor have progress reports been submitted recently to keep us abreast of their current status. As an example — On January 14, Councilman Granger called for action on the sign ordinance, at my suggestion his motion included that if the merchants committee failed to submit further report, the council should proceed with consideration of the ordinance at an early February meeting. It is now April and we have done nothing or hear any further reprots on the subject.
