The letters were from Ervin I. & Carl Eiger, George & Rupy Cannon, Frank & Marie La Rocca, Mrs, Marguerite Coats and May Fayal. Mr. James Knecht objected to the drainage being charged to the area as he was of the opinion it should be extended and charged to the City as a whole. He did not object to the other improvements. The City Engineer explained the system of spreading drainage costs. Mr. E. Eiger protested the drainage charges and questioned the extent of his benefits derived from the drainage. Mr. Eiger also wanted the drainage ditch on Woodside Road completed and the street p paved and added to the project. It was explained to Mr. Eiger that this hearing was not to discuss the spreading of drainage charges, and, unless they stated the proceedings all over and secure new bids, they could not consider his request to enp�Argen the assessment improvements. _ Mr. Hi Inouye -wanted to know the percentage of the work that would be charged to drainage. Mr. Jain stated that the drainage represented approximately 25% of the improvements or a ratio of 3.71 to 1. Councilman Weiss raised the question on changing the amount of work to be done in the improvement district. Attorney Lebsack stated that only minor changes could be made without starting the whole proceedings over again. This was followed by a very lengthy discussion in regard to the drainage and culverts on Woodside Roadp Also under discussion was the matter of procedure and starting time of the improvements by the contractor in the event the contract is awarded. Mr. Ernest Norwood, 1510 Union Avenue, and Mr. Louis Quarantes, 1515 Union Avenue, spoke in favor of the { project. Mr. Quarantes said that he knew of eight people who stayed home who were in favor of the improve- ments. Councilman Stout spoke on the drainage problem. Councilman Spillers moved that the public hearing be closed, seconded by Councilman Herkner and carried on roll call. Councilman Spillers offered RESOLUTION 2226 ORDERING IMPROVEMENTS KENTFIELD-PALM-VALOTA & VICINITY IMPROVEMENTS AND OVERRULING ALL PROTESTS and moved its adoption, seconded by Councilman Weiss and carried on roll call. ' Councilman Weiss stated that when this matter first came to the attention of the Council he questioned the sanitation situation in the event of future zoning of the area to R -3-G. Since that time he has been assured by the City Engineer that this situation has been taken care of. The City Engineer reported that the bids had been checked and found to be correct. He recommended the low bid of E. T. Haas Co. in the amount of $433,306.95. Councilman Herkner offered RESOLUTION 2227 AWARDING CONTRACT KENTFIELD-PALM-VALOTA & VICINITY IMPROVEMENTS to E. T. Haas Co. and moved its adoption, seconded by Councilman Weiss and carried on roll call. BNAI BRITH YOUTH ORGANIZATION REQUEST FOR WAIVER OF PERMIT REQUIREMENT, BENEFIT AUCTION. The Clerk read the letter. Councilman Spillers moved to waive the fee and grant the permit, seconded by Councilman Weymouth and carried. RICHFIELD OIL COMPANY REQUEST VARIANCE COVERING DRIVEWAY ENTRANCE, SERVICE STATION; TRAFFIC COMMITTEE The Clerk read the letter from the Traffic Committee wherein they recommended that the radius of thirty-five feet as shown on the Proposed. plans be decreased to twenty-five feet which would be entirely adequate and would allow the required distances as set forth by ordinance and eliminate the cause for which the variance was south. After discussion this was acceptable to the Richfield Oil Company and no Council action was necessary. FURTHER CONSIDERATION PROPOSED ANNEXATION FARM HILLS ADDITION NO. 1. Councilman Weymouth moved to carry this on the agenda for two weeks, seconded by Councilman Stout and carried. COUNCILMAN HERKNER REPORT ON SOUTH COUNTY GARBAGE DISPOSAL DISTRICT AND GARBAGE RATES. Councilman Herkner reported on the forming of the district and his appointment. Since that time they have been struggling with the problem of obtaining proper refuse and disposal plan eliminating smog burning. They have progressed to the place now where they have purchased the property and they will start building in the near future. A written report is now being prepared and it will be given to the Council in the near future.
