On a point of order, Councilman Weiss read the following prepared statement: It is my feeling that in order to better protect the welfare and interests of all the people and to avoid granting extreme powers to the Board of Adjustments or to the Council in the exercise of the right of imposing conditions in the granting of variances, . the following changes in the proposed admendments are essential: a. Par. 10 - page 9 - Sec. 20.4 After the words "general welfare" there should be inserted the words - "provided that no conditions requiring the dedication of any lands without proper compensation1 j, shall be imposed." b. Par. 11 - Page 9 & 10 - Sec. 20.5 On page 10, line.2, after word "and" there should be inserted the words - "at least 5 days," r On page 10, line 4s there should be leiminated the words - "a written record and report of the action" and there should be substituted instead the words - "a written record and report of the action,; together with all pertinent documents bearing on the subject." In addition to the foregoing, since these ammendments for all purposes will create new types of zoning areas,, it would behoove us to consider and make provisions that would reulate the continued use of and the gradual amortization of non-c6nforming uses. Model ordinances on the subject are available - after reasonable study and exploration suitable ordinance to meet our particular requirements should be introduced for eventual adoptions Louis Weiss, Councilman The Mayor repeated Councilman Spiller's motion which was seconded by Councilman Weymouth and carried. ilk PERSONAL APPEARANCE, DEFTER & PRINE OF PENINSULA TRANSIT LINES REGARDING PENDING LEGISLATURE. W. B. Prins general Manager of the Peninsula Transit Lines, asked the Council to support the local bus company in regard to the bill before the State Legislature which is set for hearing on May 20th. In order to continue the type of operation they have been conducting, they will have to have help in subsidies. He spoke at some length in regard to the problem facing their company. Mr. Prine also rl C� explained what would be facing the City in the next few months as far as bus transportation is concerned. They are having a meeting on May 16th with San Carlos, Redwood, Menlo Park and Palo Alto to discuss the problem. If the Council would back the Urban bill now before the legislature, it will help his company with their financing in an estimated amount of 4700.00•a month. Mr. Laird also protested the rezoning of the area. TheYMayor announced that the rezoning would be taken up at the next Council meeting and he would be allowed to speak at that time. CITY MANAGER REGARDING OFFICE SPACE IN POLICE BUILDING FOR CITY ATTORNEY. The City Manager reported that a plan has been developed by the City Attorney and Chief of Police whereby office space in the new police building may be made available for the City Attorney. If approved, this will require the installation of temporary partitions and other minor changes, at a cost of approximately $1,000. Since this will climinate office rent and at the same time provide more suitable quarters for the H City Attorney, it is the recommendation of the City Manager that authority be granted fore the l issuance of a change order for this work to be done under the architect's supervision, as requested by the City Attorney and the Police Chief. The request was attached to the City Manager's letter. Councilman Spillers moved approval of the City Manager's recommendation, seconded by Councilman Granger. Councilman Weiss asked if there was any money appropriated for this change. The City Q Manager stated that there was some money available in the construction fund. The motion carried. 0 PETITION REQUESTING COMPLETION OF FARM HILLS BOULEVARD. The heading of the petition r eads as follows: i "We respectfully suggest that you allow Mr. Oddstad thirty days to complete construction on Farm Hills Boulevard since such time appears to be reasonable. If Mr. Oddstad is unable to complete this work with this time, we respectfully suggest that the City use the funds provided by the Performance Bond posted to insure completion of this project.
