Jain, City Engineer Councilman Spillers moved approval of the committee's recommendations, seconded by Councilman Herkner and carried. PROGRESS REPORT ON CINNABAR MINE AND SHELTER OPERATIONS. The Clerk read the following letter from C. Trifeletti, Superintendent of Mining: "Please be informed as of May 16, 1957 mining operations at the Cinnabar deposits in the Stulsaft Park area are terminated as a result of the following circumstances: 1. The grade of ore has dropped off to a point where recoveries would be doubtful. 2. The cost of reaching this low grade ore would make the operation more finnacially hazardous due to the large amount of over -burden to be moved. At present we have on hand at the processing plant approximately 663 tons of city ore. The material will take in the neighborhood of fourteen days to process. On completion of the operation we will gather our cost data, value of sales, etc., and submit them to the council for examination. A total of 2,889 tons of ore have been taken from the mine with an average moist content of approx- imately 19.8 percent." Councilman Herkner asked if any of the ore had been processed and if so how much. Mr. Trifeletti reported that there were 670 tons left to be processed. 2,200 tons have been shipped as of May 17th. They are getting about ten pounds of mercury per ton. The City Attorney recommended that they not take action until they check the lease. Councilman Stout moved to refer this matter to the City Manager for any necessary action and checking the lease, seconded by Councilman Weymouth and carried. REPORT FROM PERSONNEL BOARD REGARDING SALARIES AND WORKING CONDITIONS. The Personnel Board recommends to the City Council the following: 1. That a one step salary increase be granted all city employees. The Board found that the present salary scheduel is fairly well in line with comparable cities; however, due to the 4.71% increase in the cost of living during the yearly period March, 1956, to March, 1957, the Personnel Board believes that a one step increase is justified. 2. That the Council consider a contribution by the City, not to exceed 50% of the cost of health insurance, for the employee only, not to include dependents. 3. That no change be made in our present allowances for vacation leave, sick leave, and disability leave. 4. That no change be made in our present allowance for overtime pay. 5. That no change be made in our present uniform maintenance allowance. 6. That no change be made in our present differential between the pay of firemen and their line supervision. 7. That the matter of longevity pay be held in abeyance for furtherconsideration. 8. That no change be made in stand-by pay for firemen until the Personnel Board has had an opportunity to evaluate the results of studies currently being made in this area. Councilman Weiss asked that the City Attorney have in blank an ordinance drafted for study at the Wednesday night study meeting so there will be no delay in introduction of the .ordinance if it meets council approval. Councilman Weiss moved that this report be accepted and that the Council study it at the coming study meeting on Wednesday night and the City Attorney to draw up a proposed ordinance for study at the study meeting, seconded by Councilman Herkner and carried.
