. 473 Cbuncilman Stout moved to grant the Park Superintendent a step increase in salary (5th step) effective May 1, 1957, seconded by Councilman Spillers and carried. CITY ENGINEER REPORT ON YACHT HARBOR PILING AND RAMP. The City Engineer advised that the plans and specifications have been completed by the Engineering Department for the following two construction projects: 1. Marine Harbor Piling only, without docks and finger piers. 2. Concrete Small -Boat Ramp at north end of Yacht Club building. The Clerk read the report which reads'in part as follows: [• The City Auditor advises that there is only the amount of $13,000.00 on hand in the Marine Harbor Improvement Fund, and approximately $18,810.00 remaining in the Capital Project Fund. We have been attempting to secure informal preliminary estimates from contractors interested in Sri bidding on this work. Today we received the f ollowing estimates: C(a) Marine Harobr Piling depending on alternates accepted $6600. to $9200. (b) Marine Harcbr Boat Ramp $9000. The plans for piling were prepared in accordance with the preliminary layout submitted by Mr. Clive A rmitage on behalf of the Marine Harobr Committee. Alternate proposals have been prepared for bidding as follows: 1. Thirty -Seven (37) pilings suggested as minimum design by the Marine Harbor Committee, and shown on Mr. Armitage's preliminary layout for development of the north portion of Marine Harbor development only. 2. Thirty-five (35) pilings, shown as alternate proposal, reduced from above to compensate for narrowing of channel due to sloughing of south levee into previously dredged area. 3. Fifty-four (54) pilings, shown as alternate proposal. This number was not deemed necessary by Mr. Armitage, and not shown on his pr6liminary layout, but was added to this proposal because 'of the question by certain Yacht Club mebers as to the adequacy of the approved preliminary layout, for proper support of future floats and finger piers against wind loads. As to the boat ramp, thought was originally given to a more temporary and less costly type of construction than concrete: Hmvever, we understood that the concrete permanent type of ramp was desired, so plans were prepared accordingly. It is apparent that the remaining funds now allocated to the Marine Harbor Fund are not sufficient for both the piling and ramp projects. Your attention is again called to the fact that installation of the pilings, as now pl.anneds will not provide dockage for Marine Harbor boats, as floats and finger piers must be constructed as an additional project, at a cost of probably forty of fifty thousand dollars. Preliminary design only has been made for the header floats and finger floats. When sufficient funds are made available for construction of these floats, plans and specifications will be prepared. In view of the above facts, the Council and Marine Harbor Committee may wish to further discuss the plans and methods of financing before proceeding with advertisement for bids Very truly yours, Glenn M. Jain, City Engineer Councilman Herkner recommended that this matter be referred to the Yacht Harbor Cammittee, Councilman Herkner moved that the report be accepted and be referred to the Yacht Harbor Committee, seconded by Council- man Spillers. This was followed by discussion in regard to the questions raised by Councilman Stout in regard to the location of the ramp. Councilman Weiss asked if they had an over all plan of the area. Coun- cilman Herkner stated that they had plans and also specifications. They are going to eliminate three piles. The plans are complete and the Yacht Harbor Committee feels they are adequate. This was folloved by discussion after which the motion carried. FARM HILLS BOULEVARD ASSESSMENT DISTRICT. Councilman Spillers offered RESOLUTION 2239 STATING THE INTENTION OF THE CITY OF REDWOOD CITY IN RELATION TO THE IMPROVEMENT OF FARM HILL BOULEVARD BETWEEN THE NORTHERLY TERMINUS OF FARM HILL BOULEVARD AS SHOWN ON THE MAP OF FARM HILL SUBDIVISION NO. 1 TO CONNECT WITH JEFFERSON AVENUE AS IT PRESENTLY EXISTS IN THE CITY OF REDWOOD CITY and moved its adoption, seconded by Councilman Weymouth. Councilman Weiss raised the question as to the extent of the area that could be included in the special assessment district under the 1911 Bond Act. He referred to the elimination of Mr. Davis's property. This was answered by the City'Attorney who stated that they have not approved the assessment district and to re- mind the council that they obtained an outside attorney to handle assessment matters.
