490 sewer and water improvements, seconded by Councilman Granger. Councilman Granger raised the question as to whether they should wait until such time as the annexation is filed with the State. The City Attorney stated that there wasn't any legal reason why both petitions should be circulated at the same time. This was followed by discussion. The Mayor stated that he thought that the circulating of the petitions at the same time would ME only delay the matter. The people might be confused as to which petition they had signed because the petition would not be ready to be circulated at the same time. There is also a chance that the annexation proceedings would not pass. This was followed by discussion after which the motion lost on roll call with Councilmen Herkner, Spillers, Stout,.Weymouth and Mayor Royer voting NO. LETTER FROM THE HEALTH DEPARTMENT REGARDING ENLARGEMENT OF THE SEWAGE TREATMENT PLANT. The Clerk read the following letter from the Health Department: "With reference to your letter of May 21, 1957, regarding sewage treatment plant expansion at Redwood City, this department is in complete agreement that the enlargement of the treatment plant will materially assist ih carrying out adequate disinfection practices. In view of the fact that the only recreation at the present time being practiced in Redwood Creek and Steinberger Slough is boating, the necessity of adequate disinfection is not quite as much of a requirement as would be necessary should there be swimming. It is true that at times boats overturn and individuals are thrown into the water and thereby are exposed to disease that might be contained in the contaminated water. This department recommended to each of the cities along the bay that in view of the many plans being discussed regarding expansion of recreation where it is propsed to use the slough and bay waters that serious consideration should be given by each of the cities to the practice of disinfection, especially during the recreational season. I would interpret that Redwood City is following along in good faith by proposing to carry out disinfection with the enlargement of their treatment facilities. It should be understood though, that should Redwood City propose to change their present recreational program whereby swimming or water skiing is to be considered, that some degree of disinfection should then be considered." He further stated that it was the Council's thinking that they should wait for the enlargement of the Sewage Plant before taking any action. Mr. Jain stated that he asked the authorities to wait until the City could pass the bond issue for the improvements at the Sewage Plant. Councilman Stout moved that the letter be filed and the City Engineer's office write a letter to the Health Department explaining the situation. Councilman Herkner raised the question in regard to the possibility of putting up "No Swimming" signs. Mr. Jain stated that he did not think a letter was necessary because the Health Department was,, aware4of k the problem and they were just putting the Council on notice. Councilman Stout changed his motion to have the letter filed and made a part of the record, seconded by Councilman Spillers and carried. LETTER OF COMMENDATION, RAINBOW-DEMOLAY MOTHER'S CLUB. The Clerk read the letter wherein the Mother's Club thanked Mr. Fred Wood, custodian, for giving so much able assistance. .Councilman Weiss moved that the letter be filed and a copy be referred to the Veteran's Commission, seconded by Councilman Herkner and carried. APPROVAL SAFE AND SANE FIREWORKS PERMIT, PLAZA TOY AND PARTY SHOP, 232 WOODSIDE PLAZA. Coun- cilman Herkner moved approval of the Fire Department's recommendation, seconded by Coun- cilman Stout and carried.
