Councilman Spillers offered RESOLUTION 2266 AWARDING CONTRACT FOR CONSTRUCTION OF RESUR*: FACING STREETS IN BUSINESS AREA OF REDWOOD CITY; REJECTING ALL OTHER BIDS RECEIVED; AND, AUTHORIZING EXECUTION OF AGREEMENT THEREFOR and moved its adoption, seconded by Councilman Weymouth and carried on roll call. Herman Swenson again asked permission to close in about 40 feet of the parking strip on Woodstock side of 739 Arlington Road. Couhcilman Spillers stated that 19 looked at the property and he believed that it is all right to allow the paving of the parking strip as requested. Councilman Herkner stated that he looked at the property also and he did not agree with Councilman Spillers. He believed that they should not allow the paving of the parking strip in residential areas and it would not be in, keeping with the property in the area. This was followed by discussion. Councilman Spillers moved that the permit be granted to fill in the 401 parking strip, as requested. This motion lost for lack of a second. Councilman Herkner, in fairness to Mr. Swenson, moved that this matter be carried on the agenda for one week in order for the Council to make a field trip and in- vestigate the matter, seconded by Councilman Spillers. Councilman Granger was of the opinion that the Council should determine the policy on these matters. The motion carried. ,City Engineer Jain stated that they have required throughout the City that parking strips not be paved except in some areas in Farm Hills and also in parts of Kentfield- Palm area. The latter was done to preserve the trees. He stated that he would like ® ' to have the Council set a policy. The Peninsula Celebration Association representative asked for permission to move their sign to another location. They had received work that day that the sign would be in the way of the entrance to the P.C.A. grounds. 'They were going to try to bring the matter to the attention of the Planning Commission the next night and secure the necessary use permit. The Association was bringing the matter to the Council at this time in an endeavor to save time. It was the opinion of the Mayor that there wasn't any action the Council could take at this time except possibly state that they did not object to the moving of the sign. The Police Chief stated that his department had recommended to the State Highway Commission that the sign be moved. Councilman i Herkner moved that the Council did not object to the moving of the sign, seconded by Councilman Spillers and carried. The Mayor called attention to the study meetings to be held on Wednesday and Thursday nights of this week to study budget items. Councilman Spillers asked if they could ask the City Engineer to get the figures necessary for improving Clinton Street bridge. Mr. Jain stated that toe price would be from '10,000 to 015,000. He could not give definite figures. This was followed by discussion. The Mayor asked if the plans for Fay Street bridge could be used to start the proceedings for improvements and to help determine the possible cost. Coun- cilman Granger spoke in regard to previous matters which came up on this subject. He was of the opinion that they would have to take the "bull by the horns" and tell the people this is it. There was also discussion in regard to how they could call for a public hearing on this matter.
