U 499 PURCHASED AT A LOWER PRICE IN THE OPEN MARKET; AND AUTHORIZING THE CITY MANAGER TO CAUSE SAID WORK TO BE DONE BY THE PURCHASE OF MATERIALS AND LABOR IN THE OPEN MARKET and moved its adoption, seconded by Councilman Weiss. Councilman Herkner asked that they add to the resolution "provided that the cost does not go over the engineer's estimate." The City Attorney stated that that was included in the resolution. Coun- cilman Stout stated that he did not believe they should bypass the Unions. He was of the opinion that the City Manager should get figures before they start with the work. The motion carried on roll call. FURTHER CONSIDERATION H. SWENSON REQUEST FOR PERMIT TO CONCRETE PARKING STRIP ON WOODSTOCK SIDE OF 739 ARLINGTON ROAD. Councilman Weymouth moved, as long as the policy is what it is in the residential area, that the permit be denied, seconded by Councilman Stout and carried. Councilman Spillers voting NO. PETITION, 130 SIGNATURES, REQUESTING NEW AND SAFER BRIDGE OVER CREEK AT COMMUNITY PARK. The Clerk read the letter attached to the petitions wherein the petitioners strongly urge that money for a new and safer bridge over the creek in Community Park, and proper PUBLIC HEARING, FARM HILL BOULEVARD IMPROVEMENTS; OPENING OF BIDS. The affidavits of mailing, posting and publication were ordered filed. The following bid.was received: Oddstad Homes, total amount $55,159.11, cashier's check in the amount of 100 of the bid (05,700.00) was attached. The engineer's estimate was 451,810.50. There were no protests on this public hearing. The question was raised in regard to the reason why there was only one bid received. Lebsack that the bonding in San Francisco are not interested Attorney stated companies in purchasing bonds on unimproved property, and that is the reason why one bid only had been received. Councilman Weiss stated that it was odd that there was only one bid and he was of the opinion that all this would be accomplishing would be to allow Oddstad to have tax exempt bonds. Mr. Wells stated that it was his opinion that it would be to the benefit of the people in Farm Hills and on McGarvey Street to have it proceed under the improvement procedure because they now have a contract with a definite date for the work to be accomplished and completed. Councilman Stout moved to continue the hearing until 9 o'clock in order to give the City Engineer time to check the bid, seconded by Councilman Granger and carried. REPORT ON BID OPENING, FIRE DEPARTMENT DRAFTING PIT. The following bids were received: Oacar C. Holmes, Inc., Redwood City 06,762.00 Freeman Paving Company,: Palo Alto 8,175.00 Bridges Construction Company, San Jose 8,400.00 The engineer's preliminary estimate on this project was $4,440.00. The City Engineer stat.ud that the low bid for this project is considerably higher than it should be for the amount and type of construction required. It was his recommendation that all bids be rejected, and that the City Manager be authorized to negotiate a contract for this ' project. Due to the small quantities involved, it might justify delaying this pro- ject until the construction season has slacked off somewhat in order to secure bids from a more representative and larger group of contractors. This was concurred in by the City Manager. The City Attorney stated that it would be proper t o negotiate for a contract.
