The City Manager reported that to date he had not received a letter from other local merchants to include their names in a joint communication as further justification for the repeal of the meat ordinance. It was his recommendation therefore that no action be taken until such time as the Council receives more justification for the repeal of this ordinance. This was followed by a lengthy discussion by Mr. Bouskas•, local meat dealers, and the City Council. �I I .Councilman Royer stated that the majority of the local butchers did not seem to want this ordinance If, repealed so he moved that the ordinance remain as is until such time they could 'show a majority who would want this ordinance repealed, seconded by Councilman Spillers. This was again followed by dis- cussion after which the motion carried. PERSONAL APPEARANCE, WILLIE SILVA, OPERATOR OF BAR AND RESTAURANT AT 17-19 JAMES AVENUE. Mr. Silva wrote a i letter requesting permission to construct a foot bridge across the creek located to the rear of the above described property. This foot bridge is necessary for a rear entrance to the said property to allow the removal of.rubbish, garbage and other accumulations from the operation of the said business and a means of ingress and egress at the -rear necessary in case of any emergency on the said property. There is no other means of egress or ingress, except over private property, which permission has been refused. Robert Wilhelm, attorney and engineer for Mr. Silva, explained the situation to the Council. Councilman Granger moved that this be referred to the City Engineer and the City Manager to check into the matter and then report back to the Council. This was followed by discussion in regard to ingress and egress over city property. Councilman Granger stated that this should be turned over to the City Attorney and he can make his report. City Engineer Jain stated that this wasn't engineering problem but a matter of policy which should be decided by the Council. City Attorney should rule on the legal question regarding use of city property. This was followed by discussion in regard to removing parking' meters in the parking lot. Councilman Britschgi stated that rather than turn this over to the City d° Engineer and the City Manager for consideration that the Council should first decide whether or not they would allow the bridge. Councilman Britschgi then amended the motion to allow the bridge at the rear of 17-19 James Avenue for public convenience, seconded by Councilman Royer. This was followed by discussion in which Councilman Granger was of the opinion that this bridge should be considered for all the stores and not just Mr. Silva alone. The motion carried on roll call with Mayor Herkner voting NO. Councilman Britschgi moved that the.City Engineer and the City Attorney meet with Mr. Wilhelm and check into this matter and to report their findings to the Council at the next meeting, the bridge to be constructed at no cost to the city, seconded by Councilman Spillers and carried. CITY ENGINEER REGARDING KENSINGTON SQUARE SEINER DISTRICT. The Clerk read the following letter: . The County Engineer's office is in the process of forming a.sewer maintenance district in that area previously served by the Kensington Square Sanitary Sewer District, which district was dissolved June 14, 1955 - Mr. Dpn Wilson, Deputy County Engineer,,has requested that invoices in triplicate bej_, presented to their office covering charges as follows: 1. Prorated charges for all unpaid services to the Kensington Square Sanitory Sewer District to and including June 14, 1955- 2, Charges in the amount of $157.69 for repairs to Kensington Square Sanitory Sewer District mains November 26 to 28, inclusive, 1952• ' 3- Sewer rental charges at the rate of 90 cents per unit per month (63 units) for the period June 14, 1955, to December 31, 1955 - Mr. Wilson proposes to prepare a tentative form of contract to be presented to the City for sanitary sewer services starting January 1, 1956, for review and consideration by the City. , In the meantime it was informally agreed that the County would be billed periodically for sewer rental at the 90 cents per month per unit rate until such time as a contract has been entered into between the City and the proposed Kensington Square Sewer Maintenance District.
