He advised his clients to withhold„ executing., any. further <br />Agreements of Sale until such time as the Council either condemns the property or abandons existing <br />plans. <br />There was considerable discussion as to whether or not the three phase signal at Whipple and El Camino <br />P ' <br />Real would or would not effect the plan lines. If the signals prove themselves there is a pjossibility <br />that the plan lines can be abandoned. Councilman Granger moved that this be checked into by next week <br />in regard to the three phase signals so that the City can give an answer next week as to *hether or <br />not they are going to condemn or abandon the plans, seconded by Councilman Britschgi. Councilman <br />Granger added to his motion to have the proper sutbokities contact the State Engineers for all <br />necessary information regarding the signals and whether or not they think the signals will Work at <br />this intersection. This was followed by discussion after which it was decided that if the signals can <br />be installed that this would work as a substitute to buying the land in question. Motion carried. <br />CITY MANAGER REPORT ON BLEACHER COVERING AND LIGHTS FOR SOFTBALL"GROUNDS. Councilman Royer moved that this <br />be held"over to the next regular meeting, seconded by Councilman Stout and carried. <br />CITY MANAGER AND CITY ATTORNEY REPORT REGARDING LOT 81 BLOCK 133, RANGE D, MEZESVILLE (Howland Street). City <br />Attorney Currie reported that Lot 8 ownership is vested In the Macy heirs, and they have been the owners <br />since 1927, the taxes having been delinquent'all this time. The City has no possessory right whatsoever <br />in this property. This was followed by discussion on how the City could secure title to the property. <br />Ittwaa^decided that the City did not want this property. Also under discussion was how this property <br />could be cleaned up. Councilman Royer moved that the City Attorney go ahead with the procedure of <br />Sontacting the County. Health Department regarding the sanitary condition of this lot, seconded by <br />Councilman Stout and carried. a <br />Councilman Granger moved that the City take the authority to clean up the sidewalk at any time if it �i <br />proves necessary, seconded by Councilman Spillers and carried. <br />The Clerk reported that he was in RECEIPT OF #1,298.00 FROM THE MENLO FIRE DISTRICT FUNDS FOR FISCAL YEAR DUE <br />TO ANNEXATION OF WILLIAMS TERRITORY, HILLS KNOUPM TERRITORY. AND MALEYCO TERRITORY. City Attorney <br />Currie stated that recovery of funds should be remembered when future annexation charges are under <br />consideration. ' <br />STATE RECREATION COMMISSION REGARDING PROPOSED REAPPRAISAL OF RECREATION SERVICES. The following letter was <br />read by the Clerk: <br />'The request of the City Council of Redwood City for'a reappraisal of the recreation ' <br />services is of interest to us. The need for a reappraisal of plans for land acquisition <br />And facility development'is apparent in view of the populatioin increases cited in the <br />letter from R. S. Dodge, City Clerk, received January 26th. Thank you for your <br />generous comments on our previous appraisal. <br />The Commission's policyr on appraisals of established year—round recreation services has <br />changed since we rendered our appraisal in 1951. The limited number of formal studies <br />possible for us to conduct each year, are now being confined to plans of development <br />in communities which do not have an established recreation commission, department and <br />service's. <br />However, we would like to suggest a new method of work and assistance to Redwood City. <br />IFanApril of this year, the Commission will publish a "Guide for Planning Recreation — <br />Park Areas and Facilities". This publication is the result of a years, research <br />conducted by the California Committee on Planning for Recreation and Park Areas and <br />Facilities. This guide should be useful to both the Planning Commission ind the <br />Recreation and Park Commission in Redwood City in establishing their own space standards <br />for recreation—park purposes. 1 <br />We suggest that a series of meetings be held by one ori.both of these commission, to <br />which a recreation specialist on our staff would be invited. A study of the guild <br />and application of its suggested standards to the land areas -and population needs of <br />Redwood City would be carried on jointly by your city officials, administrators of the <br />recreation department, the park department and our staff. member. <br />Please advise us whether this method of assistance meets with you approval. <br />
