Councilman Britschgi moved to refer the letter to the Park and Recreation Commission for their comments, 85 <br />seconded by Councilman Royer and carried. <br />DIVISION OF HIGHWAYS REGARDING PROPOSED TRAFFIC SIGNALS AT HUDSON AND WOODSIDE ROAD. The Clerk read the letter <br />wherein the Division of Highways engineers stated that a study of conditions at this location will be <br />undertaken to determine if a need for a traffic signal exists and upon its completion the Council will be <br />advised of their findingse <br />! RESOLUTION DIRECTING CALL FOR BIDS, POPLAR, HESS AND EBENER IMPROVEMENTS. -Councilman Spillers offered RESOLUTION <br />1986 ORDERING CALL FOR BIDS POPLAR, HESS AND EBENER IMPROVEMENTS and moved its adoption, seconded by <br />Councilman Royer and carried on roll call. Bids will.be opened at 3:00 P.M., March 12, 1956• <br />TRAFFIC FACT FINDING COMMITTEE RECOMMENDATIONS REGARDING CONDITIONS GOVERNING CONSTRUCTION OF FOOT BRIDGE ACROSS <br />CREEK BETWEEN JAMES -AVENUE AND FRANKLIN STREET PARKING LOT. The Clerk read the letter in which the committee <br />.wishes to make the following recommendations regarding this proposed structure: <br />1. At least 39 possibility !i, parking meters must be removed in order for this foot bridge to be used <br />for loading and unloading purposes to prevent blocking of traffic in the parking lot. <br />r4 <br />2: City should be reimbursed for loss of revenue from parking meter's required to be removed. <br />3* Owner should provide adequate floodlighting on the rear of the building adjacent to the -foot <br />bridge to illuminate the foot bridge and creek in order to eliminate the hazard.of pedestrians* <br />4o Both ends and sides of foot bridge should be screened by fencing to protect City from public <br />l:iabili.tye , <br />5* - A public easement should be granted to the City, by all property owners whose buildings face on <br />James Avenue, to guarantee public•access to the rear entrances of all of these buildings from this <br />foot bridge. <br />regarding the situation as it now exists. Councilman Britschgi moved that this matter be held over for one <br />week, seconded by Councilman Royer, Councilman Stout asked that consideration also be given to loading <br />zone on Franklin Street rather than on James Avenue* This was followed by discussion after which the <br />motion carried. <br />TRAFFIC FACT FINDING COMMITTEE RECOMMENDED ESTABLISHING A LOADING ZONE FOR A DISTANCE OF TWENTY-FOUR FEET NORTH <br />FROM THE DRIVEWAY ENTRANCE OF THE ASSOCIATED OIL STATION ON THE WEST SIDE OF EL CAMINO REAL BETWEEN BROADWAY <br />6. An agreement should be entered into -between <br />all owners of property facing on <br />James Avenue and <br />These recommendations are subject to approval of the <br />the City, guaranteeing that easements and foot bridge will be maintained for <br />public use, said <br />approval of the Traffic Committee's recommendation, <br />agreement and easements to be recorded as an obligation upon all future owners of the <br />seconded by Councilman Royer. This was followed by discussion regarding the loading zone east of El Camino <br />affected properties. <br />Under discussion was the matter of insurance and <br />the advisability of establishing <br />a loading zone on James <br />TRAFFIC FACT FINDING COMMITTEE RECOMMENDED THAT THE PRESENT <br />Avenue* Councilman Britschgi asked that this be <br />held over for one week in order to contact Mrs Wilhelm <br />regarding the situation as it now exists. Councilman Spillers moved <br />approval of the Traffic Committee's recommendation, <br />seconded by Councilman Royer. This was followed by discussion regarding the loading zone east of El Camino <br />Reale The motion carried. <br />TRAFFIC FACT FINDING COMMITTEE RECOMMENDED THAT THE PRESENT <br />THIRTY-SIX MINUTE PARKING METERS LOCATED IN FRONT <br />OF THE PRESENT BANK OF AMERICA be removed and one hoar <br />parking meters put in their places It was also <br />recommended the 3 thirty-six minute meters be established on the west side of California Street south of <br />Winklebleck Street in front of the new Bank of America <br />building* Councilman Royer moved approval of the <br />Traffic Committee recommendation, seconded by Councilman.Spillers and carriede <br />RECOMMENDATIONS AND SUGGESTIONS, COUNCILMEN AND DEPARTMENT HEADS: <br />City Attorney Currie requested the Council to call for bids <br />on the Recreation Building and he stated that the <br />plans and specs will be available sometime this week. <br />Councilman Spillers moved that the City Manager be <br />instructed to call for bids on the Recreation Building <br />on Madison Avenue, seconded by Councilman Royer and <br />carried* <br />
