Councilman Spillers offered ORDINANCE 863 APPROPRIATION <br />ORDINANCE OF THE CITY•OF REDWOOD CITY FOR THE FISCAL YEAR JULY 1, 1957 -JUNE 30, 1958, <br />APPROPRIATING ANTICIPATED REVENUES OF VARIOUS CITY FUNDS FOR SPECIFIED PURPOSES: <br />PROVIDING FOR THE DISPOSITION OF UNEXPENDED UNENCUMBERED MONEYS IN VARIOUS SPECIAL <br />FUNDS AT THE CLOSE OF THE FISCAL YEAR JULY 11 1956 -JUNE 30, 1957; PROVIDING FOR <br />EMERGENCY APPROPRIATIONS AND TRANSFERS, REVISIONS AND CANCELLATIONS OF EXISTING <br />APPROPRIATIONS: AUTHORIZING EXPENDITURE OF THE MONEYS APPROPRIATED HEREIN FOR THE <br />PURPOSES STATED HEREIN; AND REPEALING ORDINANCE NO. 5160 ADOPTED JANUARY 15, 1945, <br />and moved its adoption, seconded by Councilman Weymouth. Councilman Granger asked <br />what was listed under Equipment Replacement Fund. The City Attorney referred to <br />Sections 5 and 18. This was followed by discussion. Councilman Weiss read the <br />following prepared statement: <br />"Last week this appropriation ordinance was introduced in due form, I then expressed <br />my views and indicated that in view of the situation as they presently exist, and to <br />avoid possible embarassing situations that would be created by failure to provide the <br />appropriations involved, I deemed advisable to acquiesce with the procedure recom- <br />mended by our City Attorney, but with the distinct understanding that I hoped action <br />would follow that would avoid continued recurrence of the same practice as to fiscal <br />procedures and policies in future years. <br />At our study meeting of last Wednesday,. the Honorable Mayor indicated that he would <br />arrange to have corrective measures taken. Therefor, I again repeat my acquiescence <br />to the favorable passage of this ordinance. <br />However, since the Tribune in its report of our action at our June 10th meeting on <br />this ordinance, conveyed to the people the impression that all it involved was the <br />approval of the $2,0589298 budget submitted by the City Manager earlier this month, <br />I deem it appropriate to apprise this council and the people that introduction and <br />passage of this ordinance involves a total of some 03,718,000s theamount necessary <br />and which more nearly represents the eventual operational costs of our municipal <br />operations during the coming year. Of course the latter figure of $3;718,000 includes <br />such activities as the Water Department, the Sewer Rental Fund, Parking District #1 <br />Bond Redemption and Interest, and certain other special activities." <br />Louis Weiss, Councilman. <br />The motion carried unanimously on roll call. <br />ADOPTION OF ORDINANCE AMENDING SECTIONS OF ORDINANCE NO. 339, COLLECTION AND DISPOSAL OF <br />REFUSE. The affidavit of publication was ordered filed. The Clerk read the title <br />of the ordinance. Councilman Spillers offered ORDINANCE NO. 864 AMEDNING SECTIONS <br />2, 59 7 and 8 OF ORDINANCE NO. 339 TO PROVIDE FOR REGULATIONS OF THE COLLECTION, <br />REMOVAL, AND DISPOSAL OF REFUSE IN THE CITY: AND REGULATING THE COLLECTION THEREOF <br />AND FIXING AND ESTABLISHING THE RATES TO BE CHARGED and moved its adoption, seconded <br />by Councilman Herkner and carried on roll call. <br />Councilman Granger moved that the allocation of the $6,000 for Equipment Replacement be <br />placed on the agenda of July 8th meeting, report to be made by the City Manager, <br />seconded by Councilman Spillers and carried. <br />Councilman Stout offered ORDINANCE 865 AMENDING SECTIONS 11 29, 2.101 TO 2.106•INCLUSIVE, <br />2.151 AND 4(f) OF ORDINANCE NO. 824 AND ADDING SECTIONS 2.80 TO 2.83 INCLUSIVE; <br />PROVIDING FOR A 5.74 % SALARY INCREASE TO THE EMPLOYEES OF THE CITY OF REDWOOD CITY; <br />ADDING CERTAIN NEW POSITIONS TO THE SALARY PLAN; AND PROVIDING FOR SALARY ADJUSTMENTS <br />FOR SUCH NEW POSITIONS and moved its adoption, seconded by Councilman Herkner and <br />carried on roll call.
