Councilman Weiss was of the opinion that his suggestions should be given to the Planning Commission for considera- tion in regard to the Industrial Way extension. This was followed by discussion. a Councilman Stout seconded the motion. This was followed by discussion in regard to overpasses at 5 Points and Whipple Avenue. Councilman Granger suggested that the ;1 City Manager call a meeting and discuss this with the Commissions and also get the I' thinking of the Southern Pacific Company and then make a report back to the Council. I The Mayor asked that the Department Heads and City Manager give consideration to the thinking of Councilman Granger. This was followed by discussion. Councilman Weiss stated that Hopkins Avenue was a City problem and not a State problem. The City Manager was of the opinion that this should be made a part of the Street and Highway Plan. Councilman Weymouth stated that he thought that this should be g iven to the Traffic Committee first before any other commission or Department Head goes into the matter. If the traffic problem is suc.L that this is not feasible there is no sense in the others going into the matter. This was followed by discussion. The motion carried. The Mayor asked for a study meeting on the budget for Wednesday, July 10!th,.and bring the matter before the Council two weeks from tonight, July.15th. This was followed by discussion. Councilman Weiss suggested that the Council adopt the budget at this time and then at a later date they could change the budget if it becomes necessary. Councilman Weiss moved that the preliminary budget, as studied by the Council, be approved. This was followed by discussion in regard to the addition of personnel and the difficulty this might have in the procedure of adopting or changing the budget. The City Manager stated that he would prefer that the Council wait for two weeks to give the Council a chance to give the budget a complete study. Councilman Weiss withdrew his motion since it was the recommendation of the City Manager. The Mayor asked that this be set for a study meeting on July 10th. The Mayor also asked that the Council give consideration to a study meeting to discuss the problem of Spruce Street financing on July 17th. TRAFFIC COMMITTEE RECOMMENDED AMENDING ORDINANCE 758 TO INCLUDE TWO SECTIONS REQUIRED BY STATE FOR INSTALLATION OF TRAFFIC CONTROL DEVICES. The Committee recommended that Ordinance 758 be amended to include the following paragraphs: 1. "Any provision of this ordinance which regulates tnaffie or delegates the regulation of traffic upon State Highways in any way for which the approval of the Department of Public Works is required by law, shall cease to be operative six months after receipt by the City Council of written notice of withdrawal of approval of the Department of Public Works. Immediately upon the effective date of such re- vocation, the City Clerk shall enter upon the original copy of this ordinance a notification of such withdrawal." 2. "Whenever this ordinance delegates authority to a city officer, or authorizes action by the City Council to regulate traffic upon a State highway in any way which by law requires the prior approval of the Department of Public Works, no such officer shall exercise such authority nor shall such action by the City Council be effective with respect to any State highway without prior approval in writing of the Department of Public Works when and to the extent required by Division 9 and Division 11 of the V"'hicle Code." The City Attorney concurred in the recommendation. Councilman Weymouth moved that they adopt the Traffic Committee's recommendation and refer this to the City -Attorney for the necessary amendment to the ordinance, seconded by Councilman Weiss and carried.
