22 TRAFFIC COMMITTEE RECOMMENDED LIMITED SPEED ZONE, DICKEY STREET AND RECREATION CENTER. The Committee recommends that a speed limit of 10 miles per hour be established upon Dickey Street and upon the grounds at the Recreation Center. Councilman Stout moved that the Committee's recommendation be approved and referred to the City Attorney for the necessary resolution, seconded by Councilman Weiss and carried. J TRAFFIC COMMITTEE RECOMMENDED ELIMINATING PARKING ON JEFFERSON AVENUE FROM ADAMS TO UPTON STREET BETWEEN THE HOURS OF 7:00 TO 9:00 A.M. AND 4:00 TO 7:00 P.M. THEREBY ALLOWING FOUR LANES -OF TRAFFIC DURING THE PEAK PERIODS. Councilman Stout stated that he did not -know the people were going to take this matter. Police Chief Faulstich stated that the City is either going to have to widen the street or do something to eliminate the traffic problem. They think their recommendation is the best plan for the pre- sent. This was followed by discussion in regard to making Jefferson Avenue and James Avenue into'one way streets. Chief Faulstich stated that this proposed change would not solve the traffic problem because of the fact that there is always the possibility that there will be one car that will park in the street and thus stop the flow of traffic. There was considerable discussion in regard to public relations and how it should be handled. Chief Faulstich stated that his men were going to make _ house to house contact and talk to the people. There was also discussion in regard to budget expenditure of approximately 01,800 and the length of time it would take to get the signs and have them installed. Councilman Stout suggested that they hold this up and carry it on the agenda for two weeks and possibly hold a public hearing on this matter. Councilman Granger stated that there was only one or two things that could be done and that is to set up the plan lines or install limited parking. Councilman Stout moved that this be deferred for two weeks, seconded by Councilman Weiss. The Mayor asked that the,Polioe Depart- ment talk to the people on Jefferson Avenue. Fire Chief Lodi spoke about the traffic problem that occured when there was a fire during the peak traffic hours and asked that the Council give this matter serious consideration. Councilman Weymouth amended the motion that the Council approve the recommendation if the Traffic Committee finds the people &ne in favor of the plan. It was decided that this amendment was out of order. The motion lost on roll call with Councilmen Granger, Weymouth and Mayor Royer voting NO and Councilmen Herkner and Spillers being noted absent. Councilman Granger moved that the City Attorney be authorized to bring in an ordinance, seconded by Councilman Weymouth, Councilman Weiss amended the motion that the City Attorney bring in the ordinance at the next meeting and further that the notices be published in the paper and advising the public that tuch an ordinance will be•intro- duced at the next meeting. This was followed by discussion. The maker of the motion agreed to add that the ordinance be brought in next week. The motion carried with Councilman Stout voting NO Councilman Granger moved that the City Manager proceed with the sketch of the pla cque for the Police Building, seconded by Councilman Weymouth and carried. Councilman Weiss read the following prepared statement: "I have received several enquires relative to a proposed service station at Oak Knoll and Canyon Road that has been granted a use permit by the county authorities.
