APPROVAL OF MINUTES, JUNE 17th AND JUNE 24th, Councilman Weiss stated that Lhere was a correction he would like made on the minutes of June 24th, on page 2. In connection with the report on bid opening for piling and ramp, Marine Harbor, the minutes records the objections of Councilman Spillers to Councilman Weiss's phrase "political football" as included in his statement on the question. The minutes further indicate M that discussion followed and the Mayor ruled it out of order. The manner in which the Mayor's action is indicated could lead to misunderstanding. To clarify the point, Councilman Weiss wished to cal 1 attention to the fact that in response to Councilman Spillers exception he offered and indicated his willingness to explain his reason- ing behind such statement, but the Mayor signified his feeling and thinking by simply stating'"No, the chair does not want to to go into it," which in no way implies any ruling as to Councilman Weiss's statement being out of order. Councilman Weiss moved (" approval of the minutes as mailed with the correction of the June 24th minutes as noted above, seconded by Councilman Stout and carried. PUBLIC HEARING, ASSESSMENT OF HIGHLANDS TERRITORY NO. 1 SEWER AND WATER IMPROVEMENTS. The affidavit of Posting and Mailing Notice of Filing, Assessment and Time of Hearing was ordered filed. There were three letters of protest which the Clerk read. The letters were from Evelyn Willoughby and Violet Guinasso, County of San Mateo and R. K. Hill. There was some discussion in regard to the methof of spreading the assessment. Mrs. Guinasso and Miss Willoughby were present and addressed the Council stating their reasons for their objections. Councilman Stout moved that the public hearing be closed, seconded by Councilman Herkner and carried., Councilman Herkner offered RESOLUTION 2279,CONFIRMING ASSESSMENTS AND ASSESSMENT DIAGRAM HIGHLANDS TERRITORY NO. 1 SEWER AND WATER IMPROVEMENTS"AND OVERRULING ALL PROTESTS and moved its adoption, seconded by Councilman Weymouth and carried on roll call, Council- man Spillers being noted absent. Councilman Herkner was of the opinion that a letter should be written to R. K. Hill 'j telling him that he can not block the drainage ditch and notifying him what could be done and could not be done. Councilman Herkner so moved, seconded by Councilman Granger and carried. The_:City Engineer recommended that this project be accepted subject to correction of any defects in materials and workmanship which might appear within one year from date F of acceptance, and subject to correction of any work required by the City Council after the public hearing on this project. Councilman Stout moved approval of the City Engineer's recommendation, seconded by Councilman Granger and carried. CONTINUATION OF PUBLIC HEARING ON ANNEXATION OF EICHORN TERRITORY. Mr. Eichorn asked that this be continued for one more week. Councilman Weiss moved to continue the piiblic hearing for one week, July 15th, seconded by Councilman Weymouth and carried. SIDEWALK COMMITTEE REPORT ON MISS HEYDENFELDTIS REQUEST FOR AN EXTENSION. Councilman Stout stated that the Committee discussed this and he asked the Clerk to read their report. The Clerk first read the letter from Miss Heydenfeldt and then the report of the Side- walk Committee. The Committee recommended that either Miss Heydenfeldt be instructed to complete these repairs immediately, or that the City Engineer's office be authorized to proceed to have the work done by a contractor and the cost thereof assessed against the property in accordance with Ordinance No. 639. Councilman Weymouth moved that they
