'Councilman Granger asked who was the registration clerk. Mr. Kimball was of the opinion that this would fall under his category as Deputy Director. Councilman Granger also asked about the liability insurance for the workers who registered. Mr. Kimball was asked to give this matter consideration. Motion carried. LIBRARY COMMITTEE REPORT, Councilman Stout chairman. Councilman Stout reported that the Library Board, through Mrs. Merman, requested that the branch library be opened in the next week and in September have the formal dedication ceremony. ., RESOLUTION AND AGREEMENT ON VARIANCE TO DR. MAYER, CORNER JEFFERSON AVENUE AND MIDDLEFIELD ROAD. This will be carried on the agenda for one week, July 15th. INTRODUCE ORDINANCE ESTABLISHING "NO PARKING" ON JEFFERSON AV11NUE BETWEEN CERTAIN HOURS. The Clerk read the title of the proposed ordinance. Mrs. M. A. Milsap, 2107 Jefferson Avenue, addressed the Council and stated that this would help the traffic condition but she did not believe it was of any help to the residents. She asked if the engineering report had been turned in in regard to the one-way street possibility. Mrs. Milsap referred to the services of an expert who was supposed to come from Sacramento to make the survey. The City Manager reported that the expert did come down from Sacramento and met with the Traffic Committee. It was decided at that meeting that they would wait for a report from Hahn -Wise and Associates and thus avoid any duplication of work. The Clerk was asked to check the records to try to determine just what it was the Council ordered in regard to hiring the expert from Sacramento to make a survey of by Councilman Stout and carried. CITY 14MAGERIS PROGRESS REPORT ON CIVIL DEFENSE. The Clerk read the following report: In compliance with the Councils request at a meeting held on June 10, 1957, the following is a report of Civil Defense activities and recent changes made in our Civil Defense organization: �a Chiefs of services have been appointed as follows: L. A. Kimball, Deputy Director of Civil Defense J. L. Lodi, Chief of Fire Control and Communications William Faulstich, Chief of Latin Enforcement, Plant Protection, Traffic Control and Warden Services. Glenn M. Jain, Chief of Public Works, Utilities and Rescue Services Muriel Merman, Chief of Emergency Welfare Service Pasco Balzarini, Chief of Transportation Service i ' A volunteer Radio Officer has been appointed for the City, under the direction of ' Chief of Communications J. L. Lodi. The Radio Officer is responsible for organizing and training a force of volunteer radio operators. A recent test of their ability to operate from mobile units was successfully conducted during the Fourth of July parade. The necessary radio transmitters and receivers to participate in the county -wide civil defense communications network have been purchased. The service chiefs listed above have submitted drafts of the annexes to be appended to the proposed City'Civil Defense and Disaster Plan. The annexes are now.being reviewed, and we hope to present the proposed plan to the Council for adoption within s the month. Liaison with the American Red Cross has been established through our Emergency Welfare Service Chief, Muriel Merman. Liaison with the local schools is being established. Our Transportation Chief, Pasco Balzarini, is conducting a survey of local contractors to determine the availability of privately owned transport equipment, in the event of an emergency.
