Councilman Herkner asked about changing one employee from one bracket to another bracket. Councilman Herkner asked if he could change the ordinance to have the salary of the meter reader raised to another bracket. This was followed by discussion and Councilman Herkner was advised that the proper procedure would be to have his request handled through the Personnel Board. The motion carried. RESOLUTION AUTHORIZING AGREEMENT WITH SAN MATEO COUNTY SCAVENGER COMPANY. Councilman Weiss _ stated that Ordinance No. 339 appears to be somewhat ambiguous on the point, at least Po him, Section 6 of the ordinance would imply that the City would have the power to contract with more than one firm for such services. If so, he questioned the advis- ability of ability of paragraph 2 of the agreement which clearly grants such exclusive l rights and privileges for all services covered by said agreement. He raised this - question because he recollects some controversy on this question about a year or so ago in connection with the hauling of rubbish by another private contractor for some of the business firms in the community. He asked Councilman Herkner if he could en- lighten him. Councilman Herkner stated that they considered the matter of charges for rubbish and garbage. They thought that by having one person do the collecting that it would be to the best interest and welfare of the City. The Garbage Company has agreed to spy $3.00 on every load that goes to the.incinerator. Councilman Spillers offered RESOLUTION 2270 APPROVING ANj) AUTHORIZING THE EXECUTION OF ' AN AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND SAN MATEO COUNTY SCAVENGER COMPANY FOR THE COLLECTION, REMOVAL AND DISPOSAL OR REFUSE IN THE CITY OF REDWOOD CITY and moved its adoption, seconded by Councilman Herkner and carried on roll call. Councilman Spillers offered introduction of &a ordinance amending Sections 20 5, 7 and 8 of Ordinance No. 339 to provide for regulations of the collection thereof and fixing and establishing the rates to be charged, seconded by Councilman Weymouth. Councilman Weiss asked what the changes were in brief. The City Attorney stated the changes after which the motion carried. COMMUNICATION FROM R. J. MCGAHIE, ATTORNEY, REGARDING SEWER EASEMENT NORTHEAST CORNER INDUSTRIAL WAY AND WHIPPLE AVENUE. Mr. McGahie stated in his letter that he agreed to purchase the property at the above location from the Division of Highways on dondition that he obtain obstructed access to Industrial Way. A title search and survey of the property show that there is a considerable amount of property still owned by the State of California between said property purchased and the original line of Industrial Way, on a greater part of which the City of Redwood City has constructed the widening of Industrial Way. In addition to the portion of said property occupied by Industrial Way there is a triangular piece remaining, 13 feet plus wide on Whipple Avenue running to U zero at the northeast corner of the property. This triangular piece the Division of Highways is willing to sell to him subject to a sewer easembnt in the City's favor by reason of the fact that the City has constructed a storm sewer thereon. The City Engineer has agreed to prepare a description of this last mentioned piece of property not required by the City, and Por. McGahie suggested that the City Attorney prepare the wording of the easement that would be satisfactory to the City.
