ON ROLL CALL the following were noted present: Councilmen Ron W. Fields, Sidney D. Herkner,.John S. Rosselli, William H. Royer, Harold Co Stehle, Mayor Ray A. Weymouth and City Clerk Helen C. Moore. Councilmen Floyd D. Granger was noted absent. Also present were City Manager J. E. Neal, City Attorney Robert J. Costello, Fire Chief J. L. Lodi, Assistant to the City Manager Bert Balmer, Water Superinten- dent H. L. Winter, Assessor -Auditor John J. Brophy, Police Chief William Faulstich, City Engineer Glenn M. Jain, Building Inspector Be H. Kreiss, Assistant Planning Director Leonard Knittel and Deputy City Clerk Vivian Rifbjerg. Councilman Fields moved approval of the minutes of October 3, 1960, as mailed, seconded by Councilman Rosselli and carried. CONTINUATION OF PUBLIC HEARING, EDGWOOD ANNEXATION'l-C. The public hearing was declared open. There being no objections, written or oral, Councilman Royer moved to continue the public hearing to October 31st, seconded by Councilman Fields and carried. CONTINUATION OF PUBLIC HEARING ON.RESOLUTION OF PRELIMINARY DETERMINATION MARSHALL STREET IMPROVEMENT DIST- RICT, JEFFERSON AVENUE TO MAIN STREET. The public hearing was declared open. There being no protests, written or oral, Councilman Royer moved that the public hearing be closed, seconded by Councilman Rosselli and carried. Councilman Rosselli moved adoption of RESOLUTION N0. 3217 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND NECESSITY MARSHALL STREET IMPROVEMENTS .(JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Stehle and carried unanimously on roll call, Councilman Granger being.noted absent. Councilman Fields moved adoption of RESOLUTION NO. 3218 APPROVING PLANS, PRCFILESS DETAILED DRAWINGS AND SPECIFICATIONS MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Council- man Stehle and carried unanimously on roll call, Councilman Granger being noted absent. Councilman Fields moved adoption of RESOLUTION NO. 3219 BEING THE RESOLUTION OF INTENTION TO CONSTRUCT CERTAIN PUBLIC IMPROVEMENTS MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Herkner and carried unanimously on roll call, Councilman Granger being noted absent. Councilman Fields moved adoption of RESOLUTION NO. 3220 FIXING MINIMUM WAGE SCALE MARSHALL STREET IMPRO MENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Herkner and carried unanimously on roll call, Councilman Granger being noted absent. PUBLIC HEARING ON RESOLUTION OF INTENTION TO MAKE CHANGES AND MODIFICATIONS WITHIN PARKING DISTRICT NO, 1. This hearing is for the purpose of establishing a proceeding to permit payment from Parking District No. I funds, for their portion of the Marshall Street Improvements fronting on Parking Lot VI. The public hearing was declared open and the affidavit of publication ordered filed. There being no pro- tests, written or oral, Councilman Rosselli moved that the public hearing be closed and protests over- ruled, seconded by Councilman -Royer and carried. Councilman Royer mmved adoption of N0. 3222 CRDERING CHANCES AND MODIFICATIONS PARKING DIST- RIOT NO. I (MARSHALL STREET. IMPROVEMENTS), seconded by Councilman Steh3c and carried unanimously on roll call, Councilman Granger being noted absent. PUBLIC HEARING ON RESOLUTION OF INTENTION TO ABANDON PUBLIC UTILITIES EASEMENT OVER LOT 139 BLOCK 18, FARM HILL NO. 2 (George Dragan). The utility Companies report they no longer need the property and consent to the abandonment. The Engineering Department has no objections to the abandonmentp airf&rreports that there is no present or future need for this easement.
