with no Council action being taken. 43 The City Manager stated that the detailed report on the Sequoia Reservoirs was not yet ready for sub- mission, and that the bids for waterproofing the reservoirs would be on the agenda for Monday, November 21, 1960. Bids for the construction of the Municipal Marina, which were submitted to the Council at the meeting of November llt, were discussed. Since the lowest pbbibi.tted exceeds the amount available for the project, ways of reducing the cost of the project were discussed in detail. Councilman Rosselli moved that the bids be rejected, secondod by Councilman Stehle. Councilman Royer amended the motion to carry the bids on the agenda to November 21 at which time the City Manager should present a recommendation as to readvertising for new bids. After discussion, the original motion and the amendment were withdrawn. Councilman Royer then moved that the bids be carried on the agenda to Monday, November 21st, the City Manager being requested to submit an alternate plan for consideration, seconded by Councilman Fields, After further discussion, this motion also was withdrawn. Councilman Rosselli moved to reject all bids for construction of the Marina, seconded by Councilman Stehle and carried on roll call vote, Coun- cilman Granger voting no, since he took the position no formal action should be had at an adjourned meeting called for study. (MINUTE CRDER #60-238) Councilman Royer moved that the matter of readvertising for bids be placed on the agenda for November 215, the City Manager to bring in a recommendation, seconded by Councilman Herkner and carried. (MINUTE ORDER #60-239) After further discussion of the financial aspects of the Marina construction, Councilman Herkner moved to direct the City Attorney to prepare a resolution for the agenda of November 21 for transmittal to the Division of Small Craft Harbors, reciting the facts relating to the rejection of the Marina bids including the possibility that an additional 10% loan from the State for ccnstruction purposes would ' be needed CMINUTE ORDER #60-21tO), seconded by Councilman Royer and carried on roll call, Councilmen 999 Fields and Granger voting no. Edgewood Annexation was deleted from the agenda. The possibility of Redwood City participating with the State in the Five Points interchange Construction through receipt of sales tax money was discussed. The City Attorney reported that he is exploring the best means of providing for a joint State -City -County project. Councilman Rosselli brought up the following items for discussion: (1) Need for voting machines. (2) Condition of the trampoline near the railroad tracks on Jefferson Avenue. (3) Proposed street dmprovements on Nueva Street and vicinity. The City Engineer reported that a petition for4:these improvements had been prepared some weeks previously and is being circulated. The City Manager was requested to submit a monthly report to the Council showing the important highlights of City activities. r Councilman Fields moved that the Fourth Monday of each month be set aside for policy decisions, and that the agenda for this meeting be kept at a minimum to allow time for discussion on policy matters (MINUTE ORDER #60-2111), seconded by Councilman Royer and carried on roll call vote, Councilman Granger voting no. , The meeting adjourned on motion of Councilman Royer, seconded by Councilman Stehle and carried.
