<br /> , <br /> <br /> ~ SCOPE OF WORK, cont. <br /> <br /> { GCAG and TDM Analvsis <br /> i <br /> , <br /> The proposed project will generate substantially more than trips during the peak hour and will <br /> ~ require mitigation per San Mateo City/County Association of Governments (C/CAG) guidelines. The <br /> ~ CNIP facilities in the study area include I-280, SR (El Camino Real), and US Measures to <br /> mitigate project impacts will be identified from the information conta.ined in the C/CAG Land Use <br /> ! Impact Analysis Program dated October A comprehensive list to mitigate project impacts <br /> ~ to the CMP facilities will be prepared. <br /> <br /> Site Access. Circulation, Emer encv Access and Parking <br /> The traffic analysis will analyze the adequacy of site access and on-site circulation, pedestrian and <br /> bicycle access, and emergency vehicle access to the site. Recommendations to improve access will be <br /> , made, as necessary. <br /> The proposed parking supply will be evaluated, based on adherence to City code and the projected <br /> demand using standard parking ratios. A reduced parking supply to encourage the use of alternative <br /> modes will also be addressed and the potential impacts of providing a reduced parking supply will be <br /> identified (e.g., possible intrusion into adjacent properties and increased on-street demand). Access to <br /> the parking facility will be evaluated in terms of potential queuing problems at entrances and exits, <br /> and internal circulation will also be reviewed. <br /> Biological Resources <br /> While there are no natural habitats on the site, the site is bordered by thick belts of mature trees. The <br /> EIR will describe the tree resources on the site, based upon an arborists report prepared under <br /> separate agreement with the applicant and provided to DJP&A. The EIR will describe the proposed <br /> ~ landscaping plan for the project. The EIR will address the potential for the project to result in impacts <br /> to biological resources, such as nesting raptors. Mitigation measures will be idenrified, as necessary, <br /> for significant impacts to biological resources. <br /> ~ Cumulative Impacts <br /> <br /> The EIR will discuss the cumulative impacts of the project and other pending and future development <br /> ~ in the area. This secrion will evaluate the possible future development that would be allowed on the <br /> western portion of the site under the proposed Precise Plan. Based upon our existing understanding <br /> ~ of the project, it is believed that this discussion will focus on cumulative traffic and air quality <br /> impacts. <br /> ~ Alternatives <br /> The EIR will evaluate possible alternatives to the proposed project, based on the results of the <br /> ~ environmental analysis. T'he alternative discussion will focus on those alternatives that could feasibly <br /> _ accomplish most of the basic purposes of the project and could avoid or substantially lessen onP or <br /> more of the significant effects.
