, ~ SCOPE OF WORK, cont. { GCAG and TDM Analvsis i , The proposed project will generate substantially more than trips during the peak hour and will ~ require mitigation per San Mateo City/County Association of Governments (C/CAG) guidelines. The ~ CNIP facilities in the study area include I-280, SR (El Camino Real), and US Measures to mitigate project impacts will be identified from the information conta.ined in the C/CAG Land Use ! Impact Analysis Program dated October A comprehensive list to mitigate project impacts ~ to the CMP facilities will be prepared. Site Access. Circulation, Emer encv Access and Parking The traffic analysis will analyze the adequacy of site access and on-site circulation, pedestrian and bicycle access, and emergency vehicle access to the site. Recommendations to improve access will be , made, as necessary. The proposed parking supply will be evaluated, based on adherence to City code and the projected demand using standard parking ratios. A reduced parking supply to encourage the use of alternative modes will also be addressed and the potential impacts of providing a reduced parking supply will be identified (e.g., possible intrusion into adjacent properties and increased on-street demand). Access to the parking facility will be evaluated in terms of potential queuing problems at entrances and exits, and internal circulation will also be reviewed. Biological Resources While there are no natural habitats on the site, the site is bordered by thick belts of mature trees. The EIR will describe the tree resources on the site, based upon an arborists report prepared under separate agreement with the applicant and provided to DJP&A. The EIR will describe the proposed ~ landscaping plan for the project. The EIR will address the potential for the project to result in impacts to biological resources, such as nesting raptors. Mitigation measures will be idenrified, as necessary, for significant impacts to biological resources. ~ Cumulative Impacts The EIR will discuss the cumulative impacts of the project and other pending and future development ~ in the area. This secrion will evaluate the possible future development that would be allowed on the western portion of the site under the proposed Precise Plan. Based upon our existing understanding ~ of the project, it is believed that this discussion will focus on cumulative traffic and air quality impacts. ~ Alternatives The EIR will evaluate possible alternatives to the proposed project, based on the results of the ~ environmental analysis. T'he alternative discussion will focus on those alternatives that could feasibly _ accomplish most of the basic purposes of the project and could avoid or substantially lessen onP or more of the significant effects.
