SCOPE OF WORK, cont. No Project Alternative; Reduced Size Project Alternative; Alternative Site Plan; and Location Alternative ; The alternatives section will qualitatively discuss the impacts of the above options, as required by CEQA. The alternatives discussion will describe the environmental impacts and benefits of the alternatives, compared with the project. The EIR will identify an environmentally superior alternative, based on the number and degree of associated environmental impacts. ~ Other Required Sections , - ; The above discussions identify and highlight the major issues to be addressed in the proposed EIR. The EIR will also address other information typically required for an EIR. These other sections include the following: Significant Unavoidable Impacts; EIR References & Organizations & ~ Persons Consulted; and EIR Authors. i Phase II ~ D. PreParation of the Draft EIR ~ The Administrative Draft EIR will be revised, based upon the comments and revisions received from the City staff and the applicant. A second administrative draft will be prepared, incorporating requested changes and five copies will be submitted to the City for review. Comments on the second ~ administrative draft will be formed into a"screencheck" Draft EIR, and up to three copies of the document would be submitted to the City Staff for review and approval. Upon approval by the City Staff, the document would constitute the Draft EIR and up to double-sided copies of it would be ~ printed and delivered to the City for distribution and public review. A PDF version of the Draft EIR will be provided to the City on a CD, for their posting on the City's web site. One single-sided reproducible copy of the Draft EIR will also be provided to the City. ~ E. Preparation of the Final EIR ~ Upon conclusion of the DEIR circulation period, DJP&A will prepare the Final EIR in the form of an amendment to the Draft EIlZ that will be a Responses to Comments document. The Responses to Comments document will include the following items: ~ Revisions to the EIR text, as necessary; List of individuals and agencies commenting on the DEIR; ~ Responses to comments received on the DEIR, as directed by the City staff; Copies of letters or records of verbal comments received on the DEIR; and Summary records of public hearings, if requested. ~ ~ Sequoia Hospital Campus Project/Precise Plan EIR Scope of Services ~ David J.
