<br /> ~ <br /> <br /> ~ SCOPE OF WORK AND SCHEDULE <br /> Transportation, Traffic, and Parking Analysis for a Master EIR for the <br /> ~ Sequoia Hospital Medical Campus Master Plan <br /> Sequoia Hospitai, in partnership with Catholic Healthcare West and the Sequoia Healthcare District, <br /> is proposing a$130 million expansion and rebuilding project at their existing campus at <br /> ~ Alameda de las Pulgas in Redwood City. The project includes the construction of a 130-bed <br /> medical facility and the rebuilding of the existing hospital to meet seismic safety standards as <br /> mandated by the State of California. A new three-story medical office and parking structure to <br /> ~ replace the existing surface parking are also proposed. The City of Redwood City has determined <br /> that an Initial Study and a Master EIR will be necessary. The purpose of this analysis will be to <br /> evaluate the potential impacts of the proposed project on the surrounding transportation system and <br /> ~ to identify improvements or policies to mitigate those impacts where feasible. <br /> The traffic impacts will be evaluated following guidelines of the City of Redwood City and the San <br /> Mateo City/County Association of Governments, which is the congestion management agency <br /> ~ (CMA) for San Mateo County. City Staff has preliminarily identified key intersections to be <br /> included in the transportation impact analysis. These intersections are the following: <br /> ~ Whipple Avenue and Alameda de las Pulgas <br /> Edgewood Road and Alameda de las Pulgas <br /> Hopkins Avenue and Alameda de las Pulgas <br /> Brewster Avenue and Alameda de las Pulgas <br /> ~ Eaton Avenue and Alameda de las Pulgas <br /> Upland Road and Whipple Avenue <br /> EI Camino Real and Whipple Avenue <br /> ~ Scenic Drive and Edgewood Road <br /> Highway On-Ramp and Edgewood Road <br /> Highway Off-Ramp and Edgewood Road <br /> The operations of the study intersections will be evaluated during the morning (AM) and evening <br /> (PM) peak hours. The study intersections will be evaluated for the following scenarios: <br /> Scenario Existing Condifions - Existing volumes obtained from counts. <br /> ~ Scenario Background Conditions - Existing volumes plus traffic from approved but not <br /> yet constructed developments in the area. This scenario forms the basis <br /> against which project impacts are determined. <br /> Scenario Project Conditions - Scenario 2 background volumes plus traffic generated <br /> by the proposed development. <br /> Scenario Cumu/ative Conditions - Project Conditions volumes plus traffic associated <br /> with other pending developments in the area. Alternatively, an annual <br /> growth factor may be used to estimate Cumulative Conditions volumes. <br /> The tasks to be conducted in the analysis are the following: <br /> Task Prepare Trip Estimates and Finalize Scope of Work <br /> The typical method of will be estimated using hospital and medical office rates calculated in previous <br /> studies completed by Fehr & Peers Associates. A comparison of standard Institute of <br /> Transportation Engineers (ITE) trip generation rates will be included. Finalized trip generation <br /> estimates will be developed and submitted to City Staff for review.
