<br /> ~ <br /> <br /> ~ The most accurate method of estimatin9 the directions trips will use to approach and depart the site <br /> <br /> is through patient and staff zip code data. We wilt request this information immediately from the <br /> ~ project sponsor and establish the trip distribution pattern. If zip code data is not provided, trip <br /> distribution will be estimated based on existing travel patterns, relative locations of complementary <br /> land uses (i.e. locations of residential land uses in the area), and information from previous traffic <br /> studies. The net new site-generated traffic will be assigned to the roadway system based on the <br /> ~ directions of approach and departure discussed above and the anticipated location of vehicular site <br /> access. <br /> ~ The trip distribution pattern and trip assignments will be submitted to Ciry staff for review and <br /> o, approval. Refinements to the trip assignments will be made based on City staff comments and the <br /> list of study intersections may be modified based on these refinements (Our fee proposal is based <br /> on the analysis of study intersections). Our scope of work will be refined to address issues raised <br /> by City Staff and comments on the Notice of Preparation. <br /> Task 1 A - Conduct Traffic and Parking Surveys (Optional but Recommended) <br /> I <br /> Hospitals and medical office facilities have unique trip-generating characteristics that vary even <br /> between operators (e.g., Kaiser, Catholic Healthcare West, Palo Alto Medical Foundation). The <br /> recommended method of estimating the amount of traffic generated by the proposed project is to <br /> conduct traffic counts of the existing site. Based on the site configuration, the existing hospital and <br /> medical uses can be counted separately even though there is an acknowledged interaction befinreen <br /> the uses. This task includes conducting traffic counts at each of the existing site driveways during <br /> the AM AM to AM and PM to PM) and calculating peak hourtrip rates based on <br /> the number of beds, building area, and number of providers (i.e., doctors) as appropriate. Parking <br /> occupancy counts would also be conducted from AM to PM on one weekday to determine <br /> the maximum demand. , <br /> Task Collect Data/Existing Conditions <br /> The physical characteristics of the site and the surrounding roadway network will be reviewed during <br /> a site visit to identify existing roadway cross-sections, intersection lane configurations, traffic control <br /> devices, surrounding land uses, and the locations of pedestrian, bicycle, and transit facilities. We <br /> will also request pertinent background data from City staff including available intersection and <br /> freeway counts and a list of approved and pending projects in the City. <br /> Available counts for the local intersections obtained from City staff and will be supplemented with <br /> ~ new counts. The fee estimate includes new peak period intersection counts at study intersections <br /> during the morning to AM) and evening to PM) peak periods (a total of new <br /> peak period counts). This number will be adjusted based on available data. <br /> The existing operations of the key intersections will be evaluated for the AM and PM peak hours with <br /> level of service (LOS) calculations using the TRAFFIX level of service analysis software. We <br /> propose to use the analysis methodologies included in the Highway Capacify Manual <br /> (Transportation Research Board) for signalized and unsignalized intersections. The operations of <br /> the key intersections will also be observed to verify or explain calculated service levels. <br /> Existing data for I-280 and US in the vicinity of the project site (at the Edgewood Road and <br /> Whipple Avenue interchanges, respectively) will be obtained from Caltrans, C/CAG monitoring and <br /> conformance reports, and previous traffic studies. No new freeway counts are proposed. Existing <br /> segment and ramp operations will be analyzed using the HCM methodology, and <br /> supplemented with capacity evaluations. <br /> Task Evaluate Background Conditions
