Thereby, this Amendment No.1 would increase our authorized Time and Expense
Budget to a total of $170,877 .60. Chaudhary & Associates, Inc. took over construction staking responsibilities
on the Ralston A venue / 101 Interchange project on a Time & Expense Basis beginning 11/29/04. At that time
the construction was estimated at 30% complete. After approximately six months of performing construction
staking support services we have exceeded the authorized budget and there is still significant construction to be
completed. We underestimated the construction staking work remaining as of 11/29/2004 and we did not take
into consideration the following:

1. We have responded to 7 Harris & Associates survey requests (3HA-lOHA) related more to design
issues like utility conflicts than construction.
2. We were asked to perform a topographic survey, prepared topographic mapping and staked a detour
through the Mercedes Dealership that was not identified on the project drawings.
3. Some construction staking requests have gone far beyond industry standards in requesting excessive
numbers of stakes. An example is retaining wall stakes requested @ 2M spacing when the industry
standard is 10M minimum.

A".
-t" {f. Overtime work has been authorized that was not included in our original estimate.

In summary, we underestimated the time and problems that we would be encountering on this difficult project.

Eak:jb

Sincerely,
CHAUDHARY & ASSOCIATES, INc.

~~

Edward A.
