(continued) <br />Mayor Claire declared the public hearing open at 7:50 p.m. <br />Jaroy Weber,M.D., 2630 Bear Gulch Road, Woodside, Sequoia Professional i <br />B u i l d i n g Association (SP BA) , reviewed the history of the application for the <br />PDP, stating the building is needed for the physicians, the hospital and the <br />community. He described the considerable community support evidenced by the <br />letters and postcards to Council and the February 27 newspaper ad signed by <br />some 1700 local supporters of the project. <br />Thomas Fogarty_, M.D. , 5660 Alpi ne Road, Portol a Val l ey, representi ng the <br />physicians, said there is increasing need to care for patients on an <br />out - patient basis and a need for physicians who require hospital-based <br />services to be near the services. Dr. Fogarty pointed out that Sequoia <br />Hospital ranks very high in the cardiovascular area. <br />Richard Daniels, 3404 Lodge Drive, Belmont, Administrator of Sequoia <br />Hospital, suggested that failure of the project to proceed will make it <br />difficult to attract quality physicians to Sequoia, thus damaging the quality <br />of patient care. Mr. Daniels read an article stating that on -site medical <br />offices result in improved medical care and convenience to patients and <br />physicians. Mr. Daniel said that the Board of Trustees is satisfied that the <br />lease for the project is a good financial arrangement for the District and <br />that there will still be adequate land space for expansion, if needed. He <br />reported he has recommended to the Board favorable consideration of providing <br />the 200 additional parking spaces made a condition of the PDP as granted by <br />the Planning Commission. Mr. Daniels urged Council to uphold the decision of <br />the Planning Commission. — <br />Thomas Gilman, 1548 Columbus Avenue, Burlingame, architect, DES, said that in <br />designing the MOB he focussed on compatibility with the neighborhood, parking <br />and traffic. Mr. Gilman presented scale -model exhibits of the project and <br />the terraced garage and described them, noting that it is expected the part <br />of the DES appeal of conditions relating to the 200 parking places will be <br />withdrawn. He pointed out that traffic will be generated mostly in <br />non - commute hours, and the required mitigation measures will improve the <br />nearby intersections over the present situation. <br />Bert J. Barrett, 272 Upland, appellant on behalf of neighborhood association, <br />referred to the EIR (Environmental Impact Report) for the MOB and to the <br />findings regarding conditions which it may or may not be possible to <br />mitigate. Mr. Barrett said that the major concerns relate to land use and <br />whether the project is consistent with the General Plan, traffic and parking. <br />Mr. Barrett also noted that problems which may be encountered during the <br />two -year construction period include: negative effect on home values, nature <br />of the excavated materials, destruction of City streets caused by hauling of <br />heavy trucks, parking for employees, sewer capacity, reduction of hospital <br />service, and the four-five million dollars which represents the share of the <br />project to be borne by District taxpayers.
