I q @Ht4TugMak, Iris and Whipple, cited traffic figures and estimated the <br />amounts of traffic which would be generated by all of the operations of the <br />MOB following construction and in future years. <br />Mayor Claire thanked the appellants for their presentations and announced <br />that Council members will question the speakers before more testimony is <br />gi ven . <br />Mr. Gilman replied to questions relating to truck activity during <br />construction, capacity and operation of the elevators from the parking <br />structure to the MOB and the hospital, the various means of obtaining the <br />additional 200 parking spaces, the efforts made by the architect to meet the <br />objectives of the Zoning Ordinance, the likely condition of the building at <br />the termination of the lease after 60 years, the effect of increased traffic <br />on intersections not included in the EIR, the size of the building and how <br />"gridlock" is determined. <br />Mr. Daniels replied to questions relating to use of remaining land at the <br />hospital, the specialties of the 35 physicians expected to be on -site, use of <br />the cafeteria, whether a smaller MOB might be adequate, the nature of the <br />lease for the MOB space which physicians will sign, the reasons the District <br />Board did not decide to construct the MOB instead of its being a private <br />venture, the fact that the first occupants will be the owners, and <br />expectations of a "bonding" relationship with the hospital. <br />Dr. Weber replied to questions relating to the hospital's need to attract and <br />retain certain specialists, the fact that the tenants of the MOB w i l l <br />practice their specialties independently, and how the physician "mix" can be <br />maintained. <br />(Recess 9:40 to 9:50 p.m.) <br />Mr. Barrett replied to questions regarding costs to the District for the MOB, <br />possible effects of increased traffic at intersections some distance from the <br />project, the suggested inconsistencies of the MOB with the General Plan, <br />negative affect of the project on neighborhood home values, and whether or <br />not the new parking lot and use of car stickers by local residents has <br />improved the situation at present. <br />Mayor Claire invited members of the Board of Trustees to comment. <br />Daniel Meub, M.D., 112 Almendral, Atherton, neurosurgeon and Board member, <br />Chief of Staff at Sequoia with practice at Sequoia and at Stanford Hospitals, <br />observed that the Board had approved the MOB project on a 4 to 1 vote in the <br />belief that it is needed in order to make available a cadre of physicians who <br />will be important in keeping the hospital going in a competitive era. In <br />response to question as to why the Board did not propose to construct the <br />MOB, since as a private venture it must be considered to be profitable, Dr. <br />Meub said that the District did not consider it appropriate to use taxpayer <br />funds when a private developer was willing to build the MOB. <br />Adj .Mtg. <br />2/29/88 <br />Page 3 <br />MINUTE BOOK NO. 47 <br />Page No. 504 <br />
