(continued) <br />Elizabeth Stuart, 3328 Melendy Drive, San Carlos, Board member, concurred <br />with statements made by Dr. Meub, said that the 200,000 people of the <br />District need to present a modern plant to attract quality physicians who <br />prefer offices near to a hospital. Ms. Stuart suggested that the public good <br />transcends the personal objections of neighbors to the project. <br />Sidney Marchasin, M.D., 2908 Francisca Court, San Carlos, Board member, said <br />he was the only member who opposes construction of the MOB. Dr. Marchi son <br />said that he writes and teaches about socioeconomics of health care and <br />opposes the MOB because the individuals who have signed the lease may be <br />"high tech" specialists, but are bound for only three years and the District <br />will have to make a 4 -5 million dollar expenditure without real long -term <br />commitment. Dr. Marchasi n said that the Board has had nothing to do with the <br />selection of physicians who would occupy the MOB, some of whom are presently <br />located nearby; the MOB is not needed to attract physicians in view of the <br />large number in the area, with 74 having joined the hospital in the past few <br />months; and he objected to a private venture on public property. He <br />suggested an argument could be made for a smaller building for a <br />cardiovascular team, for example. <br />Arthur Faro, 21202 Shorebird Cove, Business Manager, Sequoia Hospital, <br />commented regarding the surgi - center, noting an expected increase in <br />in-patients at the Hospital among those also using the center also would <br />generate more hospital income. He observed that whether the MOB is a public <br />or private venture, the effect on the neighborhood would be the same and that <br />some activities have been moved to other locations in the area. <br />Mayor Claire invited members of the public to speak. <br />The persons listed below spoke in favor of construction of the MOB citing: <br />need to create an attractive plant to obtain quality physicians; the <br />desirability of doing so without use of public funds; the value to patients <br />of having physicians nearby; the fact that traffic increases will be <br />generated in non - commute hours; the fact that adequate parking will be <br />provided; the building size being compatible with the neighborhood; the fact <br />that the District is benefitting from previous planning by its Board of <br />Trustees and the Board approves the MOB project; the large number of <br />emergency patients who would benefit from the proximity of the MOB; and the <br />need for the MOB to allow the hospital to remain economically viable and <br />offer the best health care at the lowest possible cost. <br />Steven Howard, M.D., 907 Katherine, San Carlos, family physician <br />Roger W.
