<br />EXHIBIT "A" <br /> <br />Scope of Services <br /> <br />Waterworks will perform the following services pursuant to the draft lagoon Management <br />Plan (Revised: July 2003) and at the direction of the Public Works Services Department <br />authorized representative. <br /> <br />A. <br /> <br />CONSULTING <br /> <br />1. Waterworks staff primarily Richard Carnation, President of Waterworks and <br />Robert Brenton, Supervisory Pest Control Advisor shall provide all professional <br />services necessary to represent the City of Redwood City to the State Water <br />Quality Control Board, Department of Pesticide Regulations, San Mateo County <br />and any other agency having authority over the management of the lagoon, when <br />requested by the City. <br /> <br />2. Richard Carnation will be available for up to two community meetings per year at <br />no charge to Redwood City. Additional meetings may incur billable time. <br /> <br />3. Mr. Carnation will be the lead consultant to the City of Redwood City. Mr. <br />Carnation and other Waterworks staff are available twenty-four hours a day for <br />answers to questions, and to implement emergency measures. All important <br />phone numbers are listed in section G - Communication Protocols, below. <br /> <br />4. Waterworks will consult with and advise the City's Construction & Engineering <br />Division concerning the location and construction of new access points, including <br />installation of docks, ramps or mooring, to provide access for lagoon maintenance <br />equipment. <br /> <br />B. <br /> <br />WATER QUALITY MONITORING <br /> <br />1. Waterworks will implement a monitoring/surveying system whereby all the bodies <br />of water are inspected based on the scheduling information contained in item <br />#B.2., below. Waterworks will continue the current surveying model used in the <br />Redwood Shores Lagoon and will coordinate its implementation to meet the water <br />quality testing procedures of the draft Lagoon Management Plan (June 2003). <br /> <br />2. Survey scheduling and frequency will be completed in the manner herein <br />described and survey reports will be submitted once each month with Waterworks <br />monthly billing to the City. <br /> <br />a. March through October (summer schedule): Each Tuesday, Waterworks <br />staff will contact Redwood City's designated responsible staff member <br />(currently Rich Del Ben) on his cell phone or e-mail, to let him know that <br />Waterworks has started the lagoon surveys. <br /> <br />b. November through February (winter schedule): Surveys will be limited to <br />twice monthly and observations will focus mainly on assessing stormwater <br />runoff affects of nutrients, pollutants, debris, and oil and grease discharges <br />on the lagoon. <br /> <br />10 of 18 <br />
