EXHIBIT "A"
Scope of Services

3.

Waterworks will survey the lagoons in the following order:

a. Main lagoon, West
b. Main Lagoon, East
c. Boardwalk / Portwalk lagoon
d. Rockport Ave / Seabrook Ct. lagoon
e. Radio Road lagoon
f. Canvasback / Positano Circle Lagoon
g. Waterside Circle lagoon

4. Waterworks staff performing the survey, will visually inspects each body of water
at forty- five (45) pre-designated locations, agreed upon with the City, and will
make notes and compare earlier recorded data to access the need for scheduling
chemical applications and/or harvesting of material.

a. The three elements of Light, Heat and Food affect the growth patterns of
aquatic vegetation and algae. By monitoring conditions associated with these
elements, Waterworks can anticipate growth patterns more precisely. The
surveys will include raking the different strata levels of the lagoons to get a
determination of the widgeon grass and algae growth patterns, and use of the
following:

I. A Secchi disk will be utilized to measure the water clarity to gage
sunlight penetration of the water column and assess the potential for
accelerated vegetation and algae growth.

II. A thermometer will be used to determine the water temperature.

iii. When available, Waterworks may use the water quality sample results
provided by the City for use in assessing the impacts of varying levels
of salinity, pH, phosphates, nitrates and chlorophyll "a" for treatments
scheduling.

5. Clarification: Waterworks water quality sampling, as described above in 4
(i)(ii), is strictly for use by Waterworks in determining treatment parameters
and priorities, and its testing results will not supplant or substitute for the pre-
treatment and/or post-treatment water quality testing and sampling conducted
in compliance with the City's Water Quality Monitoring Plan and reported to
the San Francisco Bay Regional Water Quality Control Board.

6. During the surveys, Waterworks staff will make observations of trash and
debris for removal. The survey boat will remove small amounts of debris,
whereas larger quantities will need to be scheduled for the workboat and
appropriate staff.

7. Waterworks will provide survey results to Redwood City staff listing the status
of the lagoons and where and if treatments or harvesting is necessary.

If chemical applications are required, Waterworks staff will notify
Redwood City's staff, Rich Del Ben and the City's Water Quality
Monitoring consultant, Scott Cressey by phone with a follow up email.

a.

11 of 18
